T1 - Quality assurance in supply chains during the COVID-19 pandemic: Empirical evidence on organisational resilience of conformity assessment bodies N2 - Global supply chains rely on the compliance and safety of their products, processes, and facilities. These vital services (often referred to as ‘quality assurance’ or ‘conformity assessment’ services) are provided by Conformity Assessment Bodies (CABs). This empirical study explores the impact of the COVID-19 pandemic on CABs as well as their response to the resulting challenges. Data was gathered through an online survey among all accredited CABs in Germany, which resulted in 555 valid responses. Taking a resilience perspective, we reveal that CABs were hit hard by the disruptions caused by the pandemic, albeit to different degrees, in part due to their type of services, size, and sectors served. Furthermore, we find that contingency plans do not directly cushion order declines (as the main indicator of the economic impact of the pandemic) but rather indirectly through helping CABs respond more quickly, which in turn mitigates their order declines. However, our results show that contingency plans can also have adverse effects if they hinder flexible reaction to the crisis. The findings of our study help managers and policymakers learn from the COVID-19 pandemic and improve the resilience of the conformity assessment sector and quality assurance in the event of future crises. Thus, at low part loads the unit under test is allowed to cycle on-off, when the frequency of the compressor drops below its minimum threshold. Therefore, the associated efficiency losses are directly measured and correction calculations as for the current steady state tests become obsolete. Hydrogen is a promising energy carrier and fuel that can be used in many applications. We explore the global hydrogen technological innovation system (TIS) by analyzing the three knowledge and technology transfer channels of publications, patents, and standards. Since the adoption of hydrogen technologies requires trust in their safety,this study specifically also focuses on hydrogen safety. Our results show that general and hydrogen safety research has increased significantly while patenting experienced stagnation. An analysis of the non-patent literature in safety patents shows little recognition of scientific publications. Similarly, publications are underrepresented in the analyzed 75 international hydrogen and fuel cell standards. This limited transfer of knowledge from published research to standards points to the necessity for greater involvement of researchers in standardization. We further derive implications for the hydrogen TIS and recommendations for a better and more impactful alignment of the three transfer channels. Ten European accreditation bodies attended the comparison, four of which had already taken part in the pilot phase of the benchmarking project, which was conducted in 2017 by the German accreditation body Deutsche Akkreditierungsstelle GmbH (DAkkS) and BAM. The study, designed to examine and compare the operation of accreditation bodies in Europe, used a management tool called Process Maturity Benchmarking Tool, which was especially elaborated and validated for this purpose in the pilot phase, in order to determine the values of indicators, thus enabling a comparison of the accreditation bodies despite different operational processes and organizational forms. The management tool is based on the analysis of selected processes with high relevance for the operation of accreditation bodies. The processes are derived from a process map designed for accreditation bodies in a universally applicable way. The indicators used to characterize the processes come from two sources: The first source relates to data already available from internal databases, reports, financial audits, and others. The second source is derived from the self-evaluation of process maturity performed by the accreditation bodies. The criteria for evaluating process maturities were designed by applying the criteria of the EFQM excellence model 2013 of the European Foundation for Quality Management (EFQM) to the processes identified in the process map. T1 - Organisation Innovation in the Digital Layer: Exploring the Adoption of the Management System Standard ISO/IEC 27001 N2 - Despite the increasing relevance of cybersecurity for companies’ performance, there is limited research on the adoption of ISO/IEC 27001, an international information security management standard. The aim of our study is to expand this limited body of literature. First, we analyse the influence of companies’ networks on the adoption of ISO/IEC 27001 as an organisational innovation based on firm website data and their hyperlinks, using the entire population of ISO/IEC 27001 certified firms identified via web mining. Second, we validate the method of constructing and analysing companies’ “digital layer” following the call for new methodological approaches to study the organisational adoption of innovations. Our findings reveal that companies' decision to adopt ISO/IEC 27001 increases significantly with their number of linkages to other companies and to those having the same certificate. Finally, their cognitive and organisational distances to linked partners have the expected inverted u-shaped influence on their own adoption decision. T1 - Impact of the COVID-19 Pandemic on Conformity Assessment: Insights from a Multinational Study N2 - The COVID-19 pandemic has posed new and manifold challenges to organizations and their operations worldwide. Conformity assessment bodies (CABs), such as testing or medical laboratories, certification, and inspection bodies, are also affected by the associated disruptions. Their situation in this crisis is highly relevant, as CABs are essential pillars of the quality infrastructure: Their activities ensure that products and services meet requirements as defined in standards and regulations, thereby contributing to their safety and reliability. Considering the roles and functions of CABs in economy, health, and innovation, the question arises how CABs and their operations were affected by the pandemic and how they responded. To this end, we present the results of an international survey of 986 CABs of all types in Germany, the UK, Italy, and New Zealand. Overall, CABs reported on average a negative development of demand during the pandemic, facing restrictions in all countries. In addition, the pandemic had overall negative impact on the CABs’ investment and innovation activities. However, investments in digital infrastructure were increased as countermeasure, with CABs reporting an increased need for digitalization. Resources relevant to organizational resilience were available to different extents, affecting the speed of response to the challenges of the pandemic. Our results show that research on hydrogen safety has increased significantly in the last decades, with hydrogen safety patents experiencing a general upward trend between 1980 and 2020, just recently decreasing. However, an analysis of almost 100 international hydrogen and fuel cell standards shows only a small number of references to scientific publications. This apparently limited transfer of knowledge from publications points to the need to optimize the coordination of the three knowledge and technology transfer channels for the future development of hydrogen technology. Based on the exploration of this gap, we recommend that research on the three channels for hydrogen be intensified and that the impact of hydrogen safety technology research and development on their diffusion be investigated. To compare the operation of accreditation bodies in Europe and to identify best practices, a management tool, the Process Maturity Benchmarking Tool, was developed and validated by applying it to European accreditation bodies. The benchmarking project comprised two major phases: In the first phase, the processes of accreditation bodies were systematically analyzed. A process map was developed, and processes of special relevance were identified and underpinned by indicators. In the second phase, the practical applicability of the theoretical model was demonstrated by analyzing the processes of eight European accreditation bodies. The results of this comparative assessment were subsequently discussed in a workshop with experts from those accreditation bodies, giving the opportunity to identify best practices. This article has a twofold objective. First, to present a method to benchmark European accreditation bodies, based on the European Foundation for Quality Management excellence model. The successful application of the Process Maturity Benchmarking Tool gives evidence that it is a suitable and capable management tool to assess the processes of the European accreditation bodies and to benchmark them. Second, the article presents the results of the first adaption of the Process Maturity Benchmarking Tool. A general trend of process maturity was identified: While processes based on stakeholder involvement tend to have an overall lower maturity on average, internal processes are more mature. A management tool, the Process Maturity Benchmarking Tool (PMBT), was elaborated and validated by applying it to various accreditation bodies. By applying the tool, the values of indicators were determined, thus enabling a comparison of the accreditation bodies despite different operational processes and organizational forms. The management tool PMBT is based on the analysis of selected processes with high relevance for the operation of accreditation bodies. The processes are derived from a process map designed for accreditation bodies in a universally applicable way. The indicators used to characterize the processes come from two sources: The first source relates to data already available from internal databases, reports, financial audits etc. The second source is derived from a self-evaluation of process maturity performed by the accreditation bodies. The criteria for evaluating process maturity were designed by applying the criteria of the EFQM excellence model 2013 of the European Foundation for Quality Management (EFQM) to the processes identified in the process map. The project Comparison of the Operation of Accreditation Bodies in Europe comprised three stages. In the first stage, the processes of accreditation bodies were systematically analyzed. A process map was developed and processes of special relevance for the performance of accreditation bodies were identified and underpinned by indicators as described above. In the second stage, the processes of the German accreditation body DAkkS were assigned to the tool. This stage was used to check and modify the indicators when necessary. In the third stage, the transferability of the model was analyzed by extension to seven other accreditation bodies operating in Europe. This paper seeks to expand knowledge on the implementation of an information security management system based on the widely used international standard ISO/IEC 27001. We present motives, experienced impacts, and obstacles related to ISO/IEC 27001 implementation using data from a survey of 125 ISO/IEC 27001 certified companies in Germany. Since adoption rates vary between ICT and non-ICT sector companies, we highlight sector-related variations. We classify the adoption of this standard as a preventive organizational innovation and apply Structural Equation Modeling to unearth explanations for the comparatively low adoption of this management system standard among companies outside the ICT sector. We, therefore, derive recommendations for policymakers, standardization, and certification bodies to foster its diffusion. Their situation in this crisis is highly relevant, as CABs are essential pillars of the quality infrastructure: Their activities ensure that products and services meet requirements as defined in standards and regulations, thereby contributing to their safety and reliability. Considering the roles and functions of CABs in economy, health, and innovation, the question arises how CABs and their operations were affected by the pandemic and how they responded. To this end, we present the results of an international survey of 986 CABs of all types in Germany, the UK, Italy, and New Zealand. Overall, CABs reported on average a negative development of demand during the pandemic, facing restrictions in all countries. In addition, the pandemic had overall negative impact on the CABs’ investment and innovation activities. However, investments in digital infrastructure were increased as countermeasure, with CABs reporting an increased need for digitalization. Resources relevant to organizational resilience were available to different extents, affecting the speed of response to the challenges of the pandemic. N2 - The global COVID-19 pandemic has brought far-reaching changes for our society. Suddenly, millions of people spent the majority of their time at home - either due to a lock down or by switching from office to working remotely. This paper offers a literature review regarding pandemic-related behavioural changes and a first mapping of likely consequences for EU Ecodesign regulations. These impacts are considered for product groups that are already regulated by EU Ecodesign or are under discussion for future regulation. Furthermore, potential for smart home applications are analysed exemplarily. We identified which behavioural changes have the potential to become established in the long-term. This might need to result in adaptions for regulations under the Ecodesign Directive and EU-Energy Labelling regulations to better reflect the recently appeared usage profiles. It might require different priority settings regarding the product groups to be regulated and communicated to users, due to online shopping proliferation, to be updated. Changed behaviour can be observed in product groups such as ICT, consumer electronics and household appliances. Examples include the increased use of laptops and tablets for digital teaching, use of gaming devices and office equipment in private households (IT, printing and network devices) and changed cooking behaviour. This resulted in increased sales of some product types. Online sales became even more important than in-store sales, which also means that consumers are increasingly informed online about energy efficiency. More do-it-yourself (DIY) home projects result in more frequent - not yet regulated - DIY power tool use and over the long run might stimulate the need for (semi-)professional tools. The changes in behaviour patterns also offer the opportunity to optimize consumption by means of smart homes and smart products. However, the control of networked household appliances requires additional energy for standby states and data exchange. As an illustrative example, we discuss the conflict between higher energy consumption for smart system components and the possible optimization of consumption in private households. In addition, the European Commission has re-emphasised the necessity to significantly improve the effectiveness of the current Ecodesign framework for energy-related products. With this paper, we present an initial outline of a policy approach which we call the “EU frontrunner approach”. The approach aims at installing a regulatory framework which enables a semi-automated, progressive adaptation of ecodesign minimum requirements for products. It builds on performance levels of the best products available on the market by aggregating information in a database. The “front-runner approach” could first be applied to progressively adapt product-related minimum energy-efficiency requirements. This way it would serve as a starting point to introduce this conceptto the EU policy arena. While the approach can be applied for energy efficiency, it is neither limited to energy-related products nor to energy-related requirements. It can be applied to the wide range of nonenergy related products within the scope of the upcoming Ecodesign for Sustainable Products Regulation (ESPR) as well as to non-energy-related requirements, such as minimum requirements for durability, reparability, recyclability and recycled content. Die aktuell praktizierte lineare Wertschöpfung führte zu Ressourcenknappheit und -abhängigkeit und trug aktiv zur Verstärkung des Klimawandels bei. Wie wir in diesem Jahrzehnt unseren Absprung von gewohnten Produktions-, Konsum- und Verwertungsmustern gestalten, wird entscheidend für die nächsten Jahrzehnte sein. Die Frage, wie bis 2030 die Transformation hin zu einer zirkulären Wirtschaft gelingen kann, wurde u.a. von der Circular Economy Initiative Deutschland beantwortet. Sie nennt zehn Handlungsschwerpunkte, wobei „Standardisierung“ mit an wichtigster Stelle steht. Dieses beruht auf Gegenseitigkeit. Auf der diesjährigen G7 Standardisation High-level Conference wurde Circular Economy zu dem Themabereich mit dem größten Potential für Klimaschutzmaßnahmen gesehen. In 2022 haben DIN, DKE und VDI mit über 500 Fachexperten aus Wirtschaft, Wissenschaft und Politik an einer Normungsroadmap Circular Economy gearbeitet. Ziel der Roadmap ist es, einen Handlungsrahmen für die Normung und Standardisierung zu schaffen, der die Transformation hin zu einer Circular Economy fördert. Presumably, these risks seem to be insufficiently reflected in the European Union’s current regulative system – by being neither part of the traditional definition of a safe product nor part of product-specific vertical or horizontal directives. Certification based on standards as underlying requirements has been identified by policymakers as an instrument to address this issue. The latest European draft regulation aims at increasing security and trust in ICT products and services, and reducing current European market fragmentation with a new Cybersecurity Certification Framework. Based on the results of a qualitative analysis of stakeholder statements on the current proposal on the Cybersecurity Act, this paper discusses elements of the proposed Cybersecurity Certification Framework. However, in order to provide common requirements for the implementation of an information security management system, the internationally well-accepted ISO/IEC 27001 standard has not shown the expected growth rate since its publication more than a decade ago.In this article, we apply web mining to explore the adoption of ISO/IEC 27001 through a series of 2664 out of more than 900 000 German firms from the Mannheim Enterprise Panel dataset that refers to this standard on their websites. As a result, we present a “landscape” of ISO/IEC 27001 in Germany, which shows that firms not only seek certifications themselves but often refer on their websites to partners who are certified instead. Consequently, we estimate a probit model and find that larger and more innovative firms are more likely to be certified to ISO/IEC 27001 and that almost half of all certified firms belong to the information and communications technology (ICT) service sector. Based on our findings, we derive implications for policymakers and management and critically assess the suitability of web mining to explore the adoption of management system standards. Testbeds have been acknowledged in innovation policy as a powerful tool for knowledge transfer and the further development of emerging technologies. Lately, they have also attracted increasing attention from the standardization perspective as a promising tool for a more agile standards development process. Proponents of such testbeds expect them to support standardization by providing validated solutions and accelerating the processes to meet the growing demands for faster standardization without any detriment to quality. This paper explores why the diffusion of the international management system standard ISO/IEC 27001 differs across countries. We classify the adoption of ISO/IEC 27001 as a ‘preventive organizational innovation’ and draw from diffusion studies of other management system standards and information security research to develop a set of hypotheses. These relate to the impact of cultural dimensions and national ICT development. We use a negative binomial regression model with panel data covering 57 countries over a 12-year period from 2006 to 2017 to test our hypotheses. We find that the cultural dimensions future orientation, power distance, and institutional collectivism as well as high ICT development are driving factors for the diffusion of ISO/IEC 27001. We derive policy recommendations and avenues for future research. These measurements do not enable a definite conclusion about the cooking fume extractor’s air purification performance.Measurements which evaluate the air purification performance directly would be more valuable for consumers. In this thesis, a test method was developed that enables the energy efficiency rating of cooking fume extractors based on a direct measurement of the air purification by measuring the captured and filtered oil mist. The test method also enables the rating of cooking fume extractors that operate in recirculation mode, which is not possible using the current standard EN 61591:1997/A12:2015. The performance rating based on removed oil mist requires a reproducible generation of oil mist. Furthermore, the generated oil mist should resemble the oil mist from common cooking scenarios to give meaningful performance ratings. The oil mist from the grease absorption test according to standard EN 61591:1997/A12:2015 was taken as a reference oil mist for common cooking scenarios. A round robin test revealed that the oil mist generation with the grease absorption test from the standard is not reproducible enough for performance tests. The oil mist generation with atomizer nozzles was found more suitable for the reproducible generation of an oil mist. Two different atomizers were analyzed by measuring the properties of generated oil mist and by applying them in performance tests on cooking fume extractors. One “mantled atomizer” was bought from the market and one “open atomizer” was developed specifically for the test of cooking fume extractors. It was found that an oil mist with similar properties compared to the reference oil mist can be generated with the design of the open atomizer. The proposed test method using the open atomizer led to a better repeatability compared to the grease absorption tests according to the current standard and has the potential to improve the reproducibility. The results suggest that the proposed test method could be used for standardized testing which would enable more meaningful energy efficiency ratings and the rating of cooking fume extractors that operate in recirculation mode. N2 - Die Energieverbrauchskennzeichnung der Europäischen Union von Dunstabzugshauben basiert auf den Messungen des Volumenstroms und der statischen Druckdifferenz im Abluftrohr hinter der Dunstabzugshaube gemäß der Norm EN 61591:1997/A12:2015 und Verordnung (EU) No 65/2014. Diese Messungen erlauben keine eindeutigen Rückschlüsse auf die Luftreinigungsfunktion der Dunstabzugshaube. Eine Energieeffizienzbewertung, welche auf Messungen beruht, die die Luftreinigungsfunktion direkt messen, hätte einen größeren Nutzen für die Verbraucher. In dieser Arbeit wird eine Prüfmethode vorgestellt, welche die Energieeffizienzbewertung von Dunstabzugshauben durch eine direkte Messung der Luftreinigungsfunktion ermöglicht, indem die Masse eines eingefangenen und gefilterten Ölnebels ausgewertet wird. The Prüfmethode erlaubt außerdem die Bewertung von Umlufthauben, was mit der jetzigen Prüfnorm EN 61591:1997/A12:2015 nicht möglich ist. Die Leistungsbewertung bezogen auf entfernte Öltropfen benötigt eine reproduzierbare Ölnebelproduktion. Des Weiteren soll der produzierte Ölnebel dem Ölnebel von typischen Kochvorgängen ähneln, um eine aussagekräftige Energieverbrauchskennzeichnung zu ermöglichen. Der Ölnebel vom Fettabscheidegradtest der Norm EN 61591:1997/A12:2015 wurde als Referenz für typische Kochvorgänge genommen. Ein Ringversuch hat ergeben, dass die Ölnebelproduktion vom Fettabscheidegradtest nicht reproduzierbar genug ist, um die Leistung von Dunstabzugshauben zu bewerten. Eine zuverlässigere Ölnebelproduktion konnte mit Zerstäuberdüsen erreicht werden. Zwei verschiedene Zerstäuber wurden analysiert, indem der produzierte Ölnebel vermessen wurde und die Zerstäuber in Leistungsprüfungen von Dunstabzugshauben eingesetzt wurden. Ein „verhüllter Zerstäuber“ wurde gekauft und ein „offener Zerstäuber“ wurde speziell für den Test von Dunstabzugshauben entwickelt. Der offene Zerstäuber konnte einen Ölnebel erzeugen, welcher ähnliche Eigenschaften hatte wie der Referenzölnebel. Die vorgeschlagene Prüfmethode zeigte mit dem offenen Zerstäuber eine bessere Wiederholbarkeit als der Fettabscheidegradtest der derzeitigen Prüfnorm. Die Ergebnisse zeigen, dass die vorgeschlagene Prüfmethode als Prüfnorm genutzt werden könnte, um die Aussagekraft der Energieverbrauchskennzeichnung zu erhöhen und die Bewertung von Umlufthauben zu ermöglichen. Ten European accreditation bodies attended the comparison, four of which had already taken part in the pilot phase of the benchmarking project, which was conducted in 2017 by the German accreditation body Deutsche Akkreditierungsstelle GmbH (DAkkS) and the BAM. The study, designed to examine and compare the operation of accreditation bodies in Europe, used a management tool called Process Maturity Benchmarking Tool, which was especially elaborated and validated for this purpose in the pilot phase, in order to determine the values of indicators, thus enabling a comparison of the accreditation bodies despite different operational processes and organizational forms. The management tool is based on the analysis of selected processes with high relevance for the operation of accreditation bodies. The processes are derived from a process map designed for accreditation bodies in a universally applicable way. The indicators used to characterize the processes come from two sources: The first source relates to data already available from internal databases, reports, financial audits, and others. The second source is derived from the self-evaluation of process maturity performed by the accreditation bodies. The criteria for evaluating process maturities were designed by applying the criteria of the EFQM excellence model 2013 of the European Foundation for Quality Management (EFQM) to the processes identified in the process map. The results of the analysis were presented to and discussed with representatives of the ten accreditation bodies at a Results-Workshop that took place at BAM on 21/22 January 2020. The Ecodesign Directive and Energy Labelling Regulation have achieved substantial energy savings since their inception. For many products, the magnitude of savings available from further tightening existing energy efficiency requirements is now often outweighed by savings that can be achieved by material efficiency requirements. Further, there are some products such as smartphones for which there are limited gains to be made in energy efficiency but for material efficiency. In the Commission’s Circular Economy Action Plan from 2015, a new direction was defined for ecodesign policy, to systematically examine considerations such as reparability, durability, upgradability, recyclability, or the identification of certain materials or substances. The Commission consequently issued a standardisation request (M/543, 2015) to the European Standardization Organisations (CEN / CENELEC / ETSI) to develop generic/horizontal standards relevant to energy-related products that address these major aspects of material efficiency. In this study we evaluate the potential contribution of these new standards (with specific focus on the standards for repair, durability and recyclability) to future developments under the European Ecodesign Directive. We have found that in the initial stages of adsorption water molecules occupy niches close to pore walls, followed later by the filling of the central pore area. Intensified by confinement, intermolecular water interactions lead to the formation of well-ordered hydrogen-bonded water chains and to the onset of cooperative vibrations. On the other hand, the same intermolecular interactions lead to two relaxation processes, the faster of which is the spontaneous position exchange between two water molecules placed 3.2-4 A from each other. Self-diffusion in an axial pore direction is the result of those spontaneous random exchanges and is substantially slower than the self-diffusion in bulk water. A1 - Simo, Anne T1 - Cost analysis of screening methods to find non-compliant models using the example of tumble dryers N2 - The European energy label was established to reduce energy consumption in Europe. All classes and values on the energy label are stated by the supplier. The task of market surveillance is to ensure correct labels and to validate their values through compliance tests. However, this can only be done for a small fraction of all models on the market, since physical tests are expensive. Screening methods can be used to narrow down the number of critical products before compliance tests are done to decrease the costs of finding non-compliant models. This study shows a mathematical approach to analyze the cost benefits of screening methods to find non-compliant models. Furthermore, the analysis presented has been applied to 18 screening methods for tumble dryers. The performance test for tumble dryers consists of seven test runs. All screening methods evaluated are composed of a reduced number of test runs. The most efficient screening method reduces the surveillance costs by 40 %. However, the technical foundation for minimum energy performance standards and labels are test procedures for rating and testing of appliances. To de- termine the seasonal cooling performance of air conditioners, the current test standards require fixing of the compressor speed of the units to achieve steady-state conditions; this way of operation, how- ever, differs from real-life use. To make the seasonal cooling performance testing better reflect the real use conditions, this study proposes a compensation method which can be conducted independently from manufacturer data and still allows modulation of the tested units. Our results show that the tested units behave differently under part-load conditions, which results in a lower energy efficiency rating for some of the tested devices. The established strategies and tools, used by policymakers, such as the Methodology for the Ecodesign of Energy-related Products (MEErP), do not seem to deal with these aspects appropriately. Draft requirements need to be very well developed before being discussed with member states and other related stakeholders, because including resource efficiency parameters could lead to additional, very wide-ranging effects on society. This topic cannot be covered well with legislative tools developed primarily for energy aspects. In this paper, a method is presented which can be used to combine products’ properties with crucial resource efficiency indicators. The method can be used to develop a set of draft legislative requirements and to pre-evaluate these requirements by target groups which would be affected by additional legal requirements. These include: market surveillance authorities, standardization organizations, manufacturers and their associations, environmental organizations and research facilities. The method incorporates stakeholders’ feedback to identify potential resource efficiency measures for materials and/or products, their impact on the European ecology, economy and society. Based on this it would help to develop legislative requirements which are feasible and desirable. The results can then be fed into the formal legislative process, probably speeding it up. To compare the operation of accreditation bodies in Europe and identify best practices a management tool was elaborated and validated by applying it to eight accreditation bodies. The tool made a comparison of the operations of the accreditation bodies possible, despite different sizes, operational processes and organizational forms. The benchmarking project comprised three stages. In the first stage, the processes of accreditation bodies were systematically analyzed. A process map was developed and processes of special relevance for the performance of accreditation bodies were identified and underpinned by indicators. In the second stage, the processes of the German accreditation body Deutsche Akkreditierungsstelle GmbH (DAkkS) were assigned to the tool. This validation stage was used to check and modify the indicators when necessary. In the third stage, the transferability of the model was analyzed by extension to seven other accreditation bodies operating in Europe. The third stage of the project resulted in a workshop attended by experts from the participating ABs, which was used to discuss the results of the comparison and to identify best practices.
