This report presents the results from that inter-laboratory comparison and includes the data received for the measured values and their associated standard deviations of laboratory means, at a 95% confidence level. The measurements were guided by a protocol developed within the group before and summarised shortly in the paper. Standard deviations that may characterise the state-of-the-art for the nominally simple and rather often practised case of TFAA chemical derivatisation XPS of C—OH species on a plasma oxidised polyolefin surface are calculated following ISO 5725-2:1994. The main conclusion is that the associated degree of equivalence reached by the participating laboratories in this comparison is still low. Further research to improve chemical derivatisation XPS protocols is mandatory. T1 - Evaluation of the state-of-the-art measurement capabilities for selected PBDEs and decaBB in plastic by the international intercomparison CCQM-P114 N2 - An international intercomparison involving eight national metrology institutes (NMIs) was conducted to establish their current measurement capabilities for determining five selected congeners from the brominated flame retardant classes polybrominated diphenyl ethers and polybrominated biphenyls. A candidate reference material consisting of polypropylene fortified with technical mixtures of penta-, octa- and decabromo diphenyl ether and decabromo biphenyl, which was thoroughly assessed for material homogeneity and stability, was used as study material. The analytical procedures applied by the participants differed with regard to sample pre-treatment, extraction, clean-up, employed calibrants and type of calibration procedure as well as regarding analytical methods used for separation, identification and quantification of the flame retardant congeners (gas chromatography coupled to an electron capture detector (GC-ECD), gas chromatography-mass spectrometry in the electron ionisation mode (GC-EI-MS), gas chromatography-mass spectrometry in the electron capture negative ionisation mode (GC-ECNI-MS), and liquid chromatography-inductive coupled plasma-mass spectrometry (LC-ICP-MS)). The laboratory means agreed well with relative standard deviations of the mean of means of 1.9%, 4.8%, 5.5% and 5.4% for brominated diphenyl ether (BDE) 47, 183 and 209 and for the brominated biphenyl (BB) congener 209, respectively. For BDE 206, a relative standard deviation of 28.5% was obtained. For all five congeners, within-laboratory relative standard deviations of six measurements obtained under intermediate precision conditions were between 1% and 10%, and reported expanded measurements uncertainties typically ranged from 4% to 10% (8% to 14% for BDE 206). Furthermore, the results are in good agreement with those obtained in the characterization exercise for determining certified values for the flame retardant congeners in the same material. The results demonstrate the state-of-the-art measurement capabilities of NMIs for quantifying representative BDE congeners and BB 209 in a polymer. The outcome of this intercomparison (pilot study) in conjunction with possible improvements for employing exclusively calibrants with thoroughly assessed purity suggests that a key comparison aiming at underpinning calibration and measurement capability (CMC) claims of NMIs can be conducted. For example, hydrogen is most abundant as impurity in thin film materials – depending on the deposition process – and has great influence on the chemical, physical and electrical properties of many materials. Existing bulk reference materials (RMs) are not suited for surface sensitive analytical methods like elastic recoil detection analysis (ERDA) or nuclear reaction analysis (NRA). To overcome this serious lack of (certified) thin-layer reference materials for the determination of hydrogen in the near-surface region (1–2 µm depth), we produced stable, homogeneous amorphous silicon layers on Si-wafers (aSi:H–Si) by means of chemical vapour deposition (CVD), while about 10% of hydrogen was incorporated in the Si-layer. Homogeneity and stability were proved by NRA whereas traceability of reference values has been assured by an international interlaboratory comparison. The certified parameter is the ethanol mass concentration at 20 °C. When used in a wet bath simulator, the solutions deliver gas samples that meet the requirements set by the Organization of Legal Metrology for calibration of breathalyzers. The materials were prepared gravimetrically by spiking of ethanol into water in single 5 L units. A complete uncertainty budget for the preparation process has been established. The purity of the commercial ethanol stock solution was identified to be the main source of uncertainty. For stability and homogeneity measurements and for the verification of the gravimetric mass concentration of the CRMs, a robust high-precision gas chromatography, with flame-ionization detection method for ethanol determination in aqueous samples was developed and validated. The good performance of this method has been demonstrated in several international comparisons organized by the Consultative Committee for Amount of Substance-Metrology in Chemistry at the International Bureau of Weights and Measures. In several European countries, this utilisation is governed by regulations and is dependent on the contents of certain trace elements and organic compounds. Thus, for decisionmaking with respect to waste wood management (recycling or combustion), reliable analytical data are needed and, due to their great economic and environmental impact, must be assured by appropriate quality control. To support the improvement in quality assurance in waste wood analysis, for the first time, a wood reference material was certified for its mass fractions of arsenic, cadmium, chromium, copper, lead, mercury, and pentachlorophenol (PCP). These analytes were selected because they represent typical constituents of wood preservatives most widely used in the past. Material preparation and testing of homogeneity and stability were carried out by BAM Federal Institute for Materials Research and Testing. The certification measurements were performed involving selected laboratories with documented expertise in the field of waste wood analysis. The certified values and their corresponding uncertainties were assigned in full compliance with the requirements of ISO Guide 35. The certified mass fractions and their expanded uncertainties (k/i> = 2) are as follows: (3.1 ± 0.5) mg/kg for As, (3.02 ± 0.24) mg/kg for Cd, (36.4 ± 2.6) mg/kg for Cr, (22.9 ± 1.7) mg/kg for Cu, (0.60 ± 0.14) mg/kg for Hg, (39 ± 4) mg/kg for Pb, and (7.9 ± 0.6) mg/kg for PCP. Evaluation of the final results of the eight participating accelerator mass spectrometry (AMS) laboratories on three synthetic AgCl samples with 36Cl/Cl ratios at the 10-11, 10-12, and 10-13 level shows no difference in the sense of simple statistical significance. However, more detailed statistical analyses demonstrate certain interlaboratory bias and underestimation of uncertainties by some laboratories. Following subsequent remeasurement and reanalysis of the data from some AMS facilities, the round-robin data indicate that 36Cl/Cl data from two individual AMS laboratories can differ by up to 17%. Thus, the demand for further work on harmonising the 36Cl-system on a worldwide scale and enlarging the improvement of measurements is obvious. Pressurized fluid extraction, gel permeation chromatography, and LC–MS/MS using 13C12-labelled isotope standards and a chiral column were applied. α-HBCD was the dominating diastereomer and ranged between 3.7 and 107 ng g-1 lw while β- and γ-HBCD were throughout close to LOQ. The highest α-HBCD concentration was found in eggs from Mellum sampled in the year 2000. Interestingly, HBCD in eggs from the three islands displayed similar time courses with levels increasing to a peak contamination around 2000 and decreasing levels ever since. Chiral signatures of α-HBCD in eggs differed among the islands but indicated a preferential enrichment of the first eluting enantiomer (-)-α-HBCD. Nowadays, a result without the uncertainty statement cannot be considered reliable, but the scientific literature still lacks examples of the estimate of the measurement uncertainty. This paper presents a practical and reliable description of the measurement uncertainty estimation of the analytical determination of ethyl carbamate in cachaça by GC-IDMS. The isotope dilution technique (ID) associated with GC-MS was used to improve the accuracy. The uncertainty estimated corresponds to 10% of the mass fraction of ethyl carbamate (115 ± 11) ng/g, which is in agreement with ppb level. N2 - Zusammenfassung If the value of a derived measurement standard is assigned by comparison with a reference standard of the same quantity, the uncertainty is increased by the additional uncertainty on the difference measurement. This basic fact has lead to the general belief that the uncertainty of derived standards is always larger than that of the reference standards. However, if the value of a derived standard is assigned by comparison with several independent reference standards using an appropriate average, the increase of uncertainty due to the uncertainty on difference measurement may be counterbalanced by the the well-known decrease of uncertainty through averaging. The gain of accuracy made possible by this mechanism is restricted to second-generation standards. Further gain through iteration is prevented by correlation between standards derived from the same set of reference standards. As a consequence, the concept of metrological hierarchy levels, relating to traceability chains, becomes questionable for traceability networks. We show that the uncertainty in normalised components can be estimated approximately using the correlation coefficient as a measure of the correlation present in the measurements, or exactly using a full calculation of the variance/covariance (V/C) structure of the data. The summation parameter total petrol hydrocarbon (TPH) is defined according to ISO 16703:2004 with regard to the sample preparation to be applied, the flame ionisation detection (FID) and the boiling range of C10–C40 to be integrated. Comprehensive tests of homogeneity and stability have been carried out on the candidate material using appropriate models. The outcome of the study served as the basis for the certification of the candidate reference material as ERM-CC015a. The certified mass fraction is 1,820±130mgkg-1 and traceability was established by using an appropriate calibration standard certified for the mass fraction of C10–C40. The interlaboratory scatter of measurement results in this exercise can largely be explained by the variability of the individual calibrations based on this common calibration standard. Inzwischen gibt es ausführliche Leitfäden auch für wichtige Bereiche der analytischen Chemie (wie Umwelt- oder Lebensmittelanalytik), die auf die spezifischen Belange dieser Bereiche detailliert eingehen. Viele der im Anfangsstadium der Umsetzung des Konzeptes offenen Fragen wurden inzwischen gelöst, insbesondere sind eine Vielzahl von Anwendungsfällen bearbeitet und dokumentiert worden. Die vorangegangene Ausgabe dieses Buches enthielt einen Beitrag zum Schätzen der Messunsicherheit [224], in dem bereits die grundlegenden Aspekte und die Herangehensweise erörtert wurden. Obwohl der nachstehende Beitrag komplett aktualisiert und neu gestaltet wurde, um die Tendenzen der Entwicklung in den vergangenen zehn Jahren widerzuspiegeln, wird der Leser damals betrachtete Aspekte bestätigt sehen und einige der Grundgedanken wiederfinden. Die in diesem Kapitel verwendeten Begriffe und Definitionen in der Validierung, wie Präzision, Wiederholbarkeit, Reproduzierbarkeit, Richtigkeit oder Rückführbarkeit sowie die zugehörigen statistischen Konzepte werden in den Kapitel 3-11 dieses Buches ausführlich betrachtet, weshalb auf eine nochmalige Definition und Erläuterungen verzichtet wird. Der an weiterführenden Darstellungen interessierte Leser wird auf das Kompendium [185] verwiesen. Der in diesem Kapitel verwendete Begriff des Messverfahrens bezieht sich auf die Gesamtheit aller Prozeduren, die zur Erlangung eines Messwertes und einer dazugehörigen Unsicherheit für die vom zu untersuchenden Objekt gefragte Messgröße erforderlich sind. Dazu gehören die Probenahme, die mechanische und chemische Probenvorbereitung, z. B. mit den Schritten Trocknung, Mahlung, Siebung, Mischung (mechanisch) oder Extraktion (chemisch), alle Zwischenschritte wie z. B. zur Abtrennung die Messung behindernder (interferierender) Probenkomponenten („clean-up“), eine evtl. Transformation der Zielkomponente(n), wie z. B. eine Derivatisierung, der eigentliche instrumentelle Nachweis und die Bestimmung der in Rede stehenden Messgröße, die Kalibrierung des Nachweisinstruments inld. aller Schritte zur Erzeugung der Referenzpunkte (Kalibrierstandards) sowie die abschließende Datenauswertung zur Erzeugung des Messwertes und der dazugehörigen Unsicherheit. Nicht jedes Verfahren wird alle diese Teilschritte einschließen oder benötigt sie, so dass sich die Ermittlung der Messunsicherheit eines Verfahrens in einem Labor immer nur auf alle von dem jeweiligen analytischen Labor bearbeiteten Prozeduren (Teilmengen der obigen Auswahl) beziehen kann und wird. Der Begriff Messmethode hingegen bezieht sich (anders als in der angelsächsischen Literatur) i. d. R. allein auf das eigentliche (instrumenteile) Separationsund/oder Detektionsverfahren (wie ToF-IDMS, GC-FID, LC-MS/MS, HPLC-DAD, FT-IRu. a.).
