N2 - Energy efficient products often have a higher purchase price than less efficient alternatives. However, the life cycle costs are often lower due to the lower operating costs. From a purely economic point of view, efficient appliances are not only more ecological but often also more economical and, accordingly, should be purchased more frequently than less efficient appliances. However, this is not always the case. Information deficits are one of the major reasons of this discrepancy: the purchase price is visible during the purchasing process, but the follow-up costs are not, at least not in their exact amount. The EU Energy Label can be considered as a solution to close this gap. During the past decades, there has been a discussion on whether it would be better to communicate the monetary costs associated with energy consumption, since their calculation by the consumer is difficult or needs a high level of cognitive effort. In this study, experiments and field studies on a total of 19 product groups were evaluated with regard to the question of whether the indication of costs instead of physical units affects the decision-making process of the consumer. It has been assessed under which circumstances it might positively influence the purchase decision of the customer, i.e. helping him or her to arrive at a more “energy efficient” decision. Overall, the results indicate that monetary claims possibly exceed the effect of claims on a physical basis when the costs or the differences between the alternatives available seem “relevant” to the consumer. It presents an analysis of the evolving landscape of material efficiency standardization, the majority of which has been undertaken in the framework of the European Ecodesign Directive, soon to be repealed by the Ecodesign for Sustainable Products Regulation. The impending policy shift will include a very broad extension of product scope, a strengthening of the way in which material efficiency aspects are addressed, and wider potential for product labelling. During the stakeholder consultation process, the European Commission announced that the durability of products would be one of the major topics in the new regulatory approach - hence the specific focus of this paper on durability scoring. The paper first examines the policy and standardization context, and then provides an overview of material efficiency indexes and scoring systems currently in place or being developed. It highlights where standardization is following policymaking, and where standardization is paving the way for more circular products. Scoring systems and indexes could potentially be used for both (i) setting minimum requirements for products entering the EU market, and (ii) consumer labels on material efficiency aspects such as product durability that could trigger environmentally sustainable purchase decisions. Subsequently, a methodological framework for a comprehensive durability scoring system that could be developed in standards is proposed, and the potential for these to be used as a basis for product legislation is explored. An environmental assessment approach for additional product functions and its application in the case of fridge-freezers N2 - Next to primary functions, energy-related products have an increasing number of additional functions. This affects the overall environmental footprint, but the question is how? A number of European policy strategies, initiatives and measures, such as the Green Deal, the Circular Economy Action Plan,the Ecodesign Directive and the EU Energy Labelling, aim to ensure that the environmental impact of the overall product is better determined, communicated and finally reduced. A core element of these efforts is the DIN EN 4555x series of standards. However, there is currently no comprehensive and systematic classification of the additional product functions or an approach to assess the associated positive and negative environmental impacts. Therefore, we present in this study an environmental assessment approach for additional product functions and illustrate its application in the case of fridge-freezers. A key element of the life-cycle-oriented methodology is an assessment matrix to categorize and evaluate the direct, indirect and systemic impacts of products’ functions. Based on semiquantitative assessments of experts, the matrix provides an indication of how the additional function affects the overall environmental product impact as well as specific product aspects such as durability or reparability. Based on the results experts can discuss and better understand how specific functions can influence various stages of the product life cycle and how intended systemic changes or rebound effects could occur. As part of the approach, a representative survey was conducted to analyze consumers’ knowledge and information needs. Based on the results, recommendations for purchasing decisions and the consumer information were developed. T1 - Conformation-controlled hydrogen storage in the CAU-1 metal-organic framework N2 - We have studied the mechanism of hydrogen storage in the aluminium based metal–organic framework CAU-1 or [Al4(OH)2 OCH3)4(O2C-C6H3NH2-CO2)3] using a complementary multidisciplinary approach of volumetric gas sorption analysis, in situ neutron diffraction and spectroscopy and ab initio calculations. The structure of CAU-1 forms two different types of microporous cages: (i) an octahedral cage with a diameter of about 10 Å and (ii) a tetrahedral cage with a diameter of about 5 Å. Though all metal sites of CAU-1 are fully coordinated, the material exhibits relatively high storage capacities, reaching 4 wt% at a temperature of 70 K. Our results reveal that hydrogen sorption is dominantly driven by cooperative guest–guest interactions and interactions between guest hydrogen molecules and organic linkers. The adsorption of hydrogen on the organic linkers leads to the contraction of the host framework structure and as a result to changes in the electronic potential surface inside the pores. This, in turn, leads to cooperative rearrangement of the molecules inside the pores and to the formation of additionally occupied positions, increasing hydrogen uptake. At the final stage we observe the formation of solid amorphous hydrogen inside the pores. More efficient products are created due to technical innovation. Restricting market access to efficient products only and making the most efficient products stand out by energy labelling are legislative approaches to encourage this development. Market surveillance authorities’ checks are fundamental to protect the consumer from wrongly declared goods on the market and ensure fair competition between manufacturers. However, the activities of market surveillance authorities are limited by their financial resources. Testing all product efficiency parameters in an accredited laboratory is very time consuming and cost intensive. In this article, a theoretical concept is presented which can be used to develop screening tests enabling market surveillance authorities to perform product tests with less financial resources. The concept identifies components which lead to non-compliance or make a product less energy efficient with minimum effort. The principle is based on a combination of random product tests, disassembling specific products and comparing components. This represents a new approach in product testing procedures beyond the current market surveillance activities. The concept is being tested within a research project funded by the German government. The results have been compared to the information declared by the manufacturer on the energy efficiency label and the product fiche. The measured electric power input of the lighting System and the measured grease absorption factor often differed significantly from the declared values. The reasons for these observations and the necessary steps to ensure accurate measurements and a meaningful EU energy efficiency label are elucidated. It is suggested that the ranges of the lighting efficiency classes are readjusted to fit the nowadays prevalent LED technology. Furthermore the tolerance in the regulation for the nominal electric power input of the lighting could be extended by a minimum absolute tolerance. Therefore, the two major parts of the test method, the measurement part and the calculation part, were investigated. The calculation part was subjected to a sensitivity analysis in order to identify the properties of a heat pump which have a strong influence on ηs. The analysis revealed that the energy consumption in Special operating states, the duration in active-mode and seasonal performance values in active-mode (SCOPon) significantly affect the sensitivity of ηs. Especially short operating times, in which the heat pump is in active-mode, lead to large changes in ηs with varying Pdesign. In addition, the range of power of Pdesign turned out to have an increasing impact on ηs with decreasing Pdesign. For Pdesign values ≤10 kW, the sensitivity of ηs increases tremendously. Especially the determination of the ηs for devices with short operating times in active-mode (1400 h) and low values for Pdesign (≤10 kW)cannot be reproduced anymore. T1 - Upgrade project NEAT02016 at Helmholtz Zentrum Berlin – What can be done on the medium power neutron source N2 - The neutron time-of-flight spectrometer NEAT has a long history of successful applications and is best suited to probe dynamic phenomena directly in the large time domain 10(-14) - 10(-10) s and on the length scale ranging from 0.05 to up to about 5 nm. To address user community needs for more powerful instrumental capabilities, a concept of the full upgrade of NEAT has been proposed. The upgrade started in 2010 after a rigorous internal and external selection process and resulted in 300-fold neutron count rate increase compared to NEAT01995. Combined with new instrumental and sample environmental capabilities the upgrade allows NEAT to maintain itself at the best world class level and provide an outstanding experimental tool for a broad range of scientific applications. The advanced features of the new instrument include an integrated guide-chopper system that delivers neutrons with flexible beam properties: either highly homogeneous beam with low divergence suitable for single crystals studies or "hot-spot" neutron distribution serving best small samples. Substantial increase of the detector angle coverage is achieved by using 416 He-3 position sensitive detectors. Placed at 3m from the sample, the detectors cover 20m(2) area and are equipped with modern electronics and DAQ using event recording techniques. The installation of hardware has been completed in June 2016 and on January 23, 2017 NEAT has welcomed its first regular users who took advantage of the high counting rate, broad available range of incoming neutron wavelengths and high flexibility of NEAT. More efficient products are created due to technical innovation. Restricting market access to efficient products only and making the most efficient products stand out by energy labelling are legislative tools to encourage this development. Market surveillance authorities’ checks are fundamental to protect the consumer from wrongly declared goods on the market and ensure fair competition between manufacturers. However, the activities of market surveillance authorities are limited by their financial resources. Testing all product efficiency parameters in an accredited laboratory is very time consuming and cost intensive. In this study, a theoretical concept is presented which can be used to develop screening tests in order to perform product tests by market surveillance authorities with less financial resources. The method identifies components which lead to non-compliance or make a product less energy efficient with minimum effort. The concept is based on a combination of random product tests, dismantling specific products and comparing components. This represents a new approach in product testing procedures beyond the current market surveillance activities. The concept is being tested within a research project funded by the German government. T1 - Explaining water adsorption in one-dimensional channels in AlPO4-5 on molecular scale N2 - The adsorption of water in one-dimensional channels in porous aluminophosphate material AlPO4-5 has been studied by a combination of gravimetric Analysis techniques, neutron and X-ray diffraction and Neutron spectroscopy. Molecular structure of AlPO4-5 consists of 12-membered rings of alternating, corner-sharing AlO4 and PO4 tetrahedra connected by oxygen bridges into sheets in the (a, b) plane. The sheets are connected by oxygen bridges along the c crystal axis and form onedimensional channels of which the largest, formed by the 12-membered rings, have a van der Waals Diameter of about 8.3 Å. Gradually increasing the amount of adsorbed water we could follow the evolution of the confined water mobility in a systematic way and identify the molecular mechanism of water adsorption. We focused particularly on the range of low and medium relative pressures up to p/p0=0.32, where a Change from a hydrophobic behavior to a steep, capillary condensation like water intake has been observed. At the Initial adsorption stages water occupies positions close to the pore walls causing the contraction of channels in the (a, b) plane and the prolongation of the channels along c axis in AlPO4-5. With the progressing intake water molecules form chains along the main channels. The cooperative interactions between water molecules lead to the onset of phonon-like cooperative modes and, surprisingly, to the increase of diffusive-like motion, which slow down only in the final adsorption stages when AlPO4-5 channels are completely filled. Bei den gegenwärtigen Aktivitäten im Ökodesign steht der Normungsauftrag M/543 im Zentrum. Es wurde 2015 von der Europäischen Kommission an CEN/CENELEC vergeben und später stieß auch ETSI dazu. Bislang sind acht generische EN-Normen und zwei Fachberichte (Technical Report (TR)) geplant. Sie sollen grundlegende Aspekte der Nachhaltigkeit von energieverbrauchsrelevanten Produkten, die von der Ökodesign-Richtlinie betroffen sind, abdecken. Trotz der zu erwartenden hohen Reichweite dieses Vorhabens scheinen die Inhalte und der eigentliche Zweck der zu erarbeitenden Normen vielen Marktakteuren noch nicht vollständig bekannt zu sein. The connectivity of things over their entire life cycle and the smart properties associated with it provide new functionalities and unprecedented availability of (usage) data. This offers huge opportunities for manufacturers, service providers, users, and also policymakers. The latter May impact policy areas such as the regulations on resource and materials efficiency under the Ecodesign Directive 2009/125/EC. With the general approach as it is practiced today, legal requirements are usually set for entire product groups without considering the products individually, including user behavior and environmental conditions. The increasing number of smart products and the growing availability of product data are sparking a discussion on whether these requirements could be more product and application-specific. This paper presents a method for calculating the economically and ecologically optimal durability of a product. It allows determining the point in time when a product should be replaced by combining consumer data with product design data. This novel Approach could contribute to making product regulation more flexible and possibly more efficient. In this context, fundamental challenges associated with smart products in policymaking are also discussed. In this study, these standards are analyzed and validated. It was figured out that the currently used methods implicate high complexity and high financial effort. In order to clarify the circumstances and to identify the deficits more in detail, a round robin test with independent and accredited laboratories was initiated. The aim is to develop an optimized test procedure that improves the feasibility of the testing procedure and finally its application. In addition to the main functions of a product, there are more and more additional functions, especially for electrical and electronic appliances. This means that looking for the right product may require extensive research by consumers and does not always lead to a sense of making an informed purchase decision. The wide variety of designs and functions can overwhelm consumers. This creates uncertainty and might lead to overrate products functionality and thus significantly shorten the service lifetime of appliances. Furthermore, the environmental impact of such functions is usually unclear, and can vary depending on the actual usage scenario. In this study, a survey was carried out in order to better understand consumers perceptions and experiences related to additional functions of products, with specific focus on domestic hobs, household refrigerating appliances and televisions. The results confirm the large number of additional functions and their overwhelming effect for consumers. Consumers purchase devices with more features than desired, or replaced them prematurely because an extra feature fails while the main function is still available. The findings of the study can be used to better inform consumers and support them to make environmentally sustainable purchasing decisions.
