T1 - Material flow, economic and environmental assessment of municipal solid waste incineration bottom ash recycling potential in Europe N2 - In 2018 municipal solid waste (MSW) incineration in Europe produced nearly 19 Mt of bottom ash (BA); only 46 %-wt. was treated, often in poorly performing plants, leaving behind 10 Mt of untreated and unrecovered BA, destined to landfill. This work was based on the inventory of BA across Europe, and on the hypothesis to achieve complete BA valorisation through two assumptions: treating 100% BA and minimizing the loss of valuable fractions due to technical limitations of state-of-the-art processes in comparison to advanced innovative processes. The research involved three phases: characterization of potential secondary raw materials (metals and mineral fraction) currently lost from untreated (the surplus compared to treatment capacity) and unrecovered BA (the fine fraction) through material flow analysis; environmental assessment (energy balance and net GHG emissions) of complete BA valorisation; investigation of the economic feasibility of complete BA Valorisation through state-of-the-art technologies. The resulting 2.14 Mt loss of valuable materials included 1 Mt Mineral fraction and 0.97 Mt ferrous metals, mostly from untreated BA, and 0.18 Mt non-ferrous metals, mostly from unrecovered BA. The energy balance and GHGs emissions required by the treatment of the currently untreated and unrecovered fractions of BA resulted in energy and GHGs emissions savings. Economic profitability was driven by iron and copper recycling and avoided landfill fees. Profitability was achieved by two thirds of considered countries (average values: NPV 83 M€, ROI 20%, payback time 11 years) with BA mass flow exceeding 0.02 Mt. The EOF values for ten sewage sludges from Germany and Switzerland range from 154 to 7209 mg kg−1. For thermal treated sewage sludge and struvite the EOF were lower with values up to 121 mg kg−1. Moreover, the application of PFAS targeted and suspect screening analysis of selected sewage sludge samples showed that only a small part of the EOF sum parameter values can be explained by the usually screened legacy PFAS. The hitherto unknown part of EOF sum parameter contains also fluorinated pesticides, pharmaceutical and aromatic compounds. Because these partly fluorinated compounds can degrade to (ultra-)short PFAS in wastewater treatment plants they should be considered as significant sources of organic fluorine in the environment. The combined results of sum parameter analysis and suspect screening reveal the need to update current regulations, such as the German fertilizer ordinance, to focus not solely on a few selected PFAS such as perfluorooctane sulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) but consider an additional sum parameter approach as a more holistic alternative. Moreover, diffusion gradient in thin-films (DGT) passive samplers were utilized as an alternative simplified extraction method for PFAS in solid wastewater-based fertilizers and subsequently quantified via combustion ion chromatography. However, the DGT method was less sensitive and only comparable to the EOF values of the fertilizers in samples with >150 mg kg−1, because of different diffusion properties for various PFAS, but also kinetic exchange limitations. T1 - Legal situation and current practice of waste incineration bottom ash utilisation in Europe N2 - Almost 500 municipal solid waste incineration plants in the EU, Norway and Switzerland generate about 17.6 Mt/a of incinerator bottom ash (IBA). IBA contains minerals and metals. Metals are mostly separated and sold to the scrap market and minerals are either disposed of in landfills or utilised in the construction sector. Since there is no uniform regulation for IBA utilisation at EU level, countries developed own rules with varying requirements for utilisation. As a result from a cooperation network between European experts an up-to-date overview of documents regulating IBA utilisation is presented. Furthermore, this work highlights the different requirements that have to be considered. Overall, 51 different parameters for the total content and 36 different parameters for the emission by leaching are defined. An analysis of the defined parameter reveals that leaching parameters are significantly more to be considered compared to total content parameters. In order to assess the leaching behaviour nine different leaching tests, including batch tests, up-flow percolation tests and one diffusion test (monolithic materials) are in place. A further discussion of leaching parameters showed that certain countries took over limit values initially defined for landfills for inert waste and adopted them for IBA utilisation. The overall utilisation rate of IBA in construction works is approximately 54 wt%. It is revealed that the rate of utilisation does not necessarily depend on how well regulated IBA utilisation is, but rather seems to be a result of political commitment for IBA recycling and economically interesting circumstances. Experiments were carried out in the framework of standardization and validation of column percolation and batch test procedures, in particular concerning the stipulation of the experimental setup. The colloid release of column and batch experiments was compared and the influence of different column filling heights (12.5–50 cm) on the release of polycyclic aromatic hydrocarbons (PAH) from soil was studied, as well as the effect of varying contact times (2.5–16 h) on the release of chromium from construction and demolition (C&D) waste and municipal solid waste incineration (MSWI) bottom ash. The results indicate that filtration of the eluate, which is required for batch tests, does not always allow the simulation of the actual colloid amount in soil pore water. Medium column heights four times the inner diameter of the column seemed to provide reasonable equilibrium adjustment conditions and avoid major biodegradation. The release of chromium was only marginally affected by the contact time, varied between 0.115 and 0.150 mg/kg for demolition waste eluate at a liquid-to-solid ratio of approximately 5 L/kg. Waste materials should be tested under conditions equal to their actual application in re-use scenarios to achieve reliable results. Since the standards for leaching procedures available on international level so far are either not validated or considered inadequate in respect to coarse grained materials, new standards had to be developed. Therefore column percolation and batch test procedures have been standardized and validated to enable their introduction to new German regulations concerning waste management. Practical aspects of the test procedures as well as the boundary conditions compared to the already existing standards will be described. Im Jahr 2008 betrug der direkte Materialeinsatz (direct material input, DMI) (Czichos et al., 2008) in Deutschland 1687 Millionen Tonnen (Daten von destatis, 2010). Dazu gehören Energieträger (Kohle, Öl, Gas), Erze, Baumaterialien, Industrieminerale und Biomasse. Knapp 36 % davon (605 Millionen t) werden importiert. Mit zu berücksichtigen sind bei den Materialflüssen auch die nicht verwerteten Rohstoffentnahmen (z.B. Abraum im Bergbau, Bodenaushub, Bergematerial, Verbleib von Holzabfallen im Wald), die sich für die inländische Rohstoflentnahme auf 2229 Millionen Tonnen beliefen. Die nicht verwerteten Rohstoffentnahmen bei den Importen sind mehr als der Faktor 4 höher (2543 Millionen t) (Buyny et al., 2009). Auf der Outputseite geht von diesen riesigen Mengen der größere Anteil in den Bestand (net addition to stock, 637 Millionen t), der nächst größere Anteil in den Export (388 Mt). Immerhin 256 Millionen Tonnen werden durch dissipative Nutzung in der Umwelt verteilt. Die Bilanz geht auf, wenn man Gase auf der Inputseite und Emissionen in die Atmosphäre auf der Outputseite (Verbrennung von fossilen Rohstoffen zu CO2 und Wasser) berücksichtigt. An diesen Zahlen erkennt man, dass Ressourcen nur in beschränkten Maß im Kreislauf geführt werden, sonst wäre der Zuwachs zum urbanen Lager nicht so groß. T2 - 2. However, the full benefits of using geosynthetics can only be gained with a long service lifetime of the products. With the use of added stabilizers to the polymers, service lifetimes can be achieved in the range of 100 years. Therefore, accelerated aging methods are needed for the assessment of the long-term performance of geotextiles. In the present study, the behavior of geosynthetic materials made of polypropylene was investigated under artificial aging conditions involving elevated temperatures ranging from 30 to 80 °C, increased oxygen pressures ranging from 10 to 50 bar in water-filled autoclaves, and UV irradiation under atmospheric conditions. ATR-IR spectroscopy was employed to detect the increase in the carbonyl index over various aging durations, indicating the oxidative degradation of the geotextile. The most pronounced increase was observed in the case of aging through UV irradiation, followed by thermal aging. Elevated pressure, on the other hand, had a lower impact on oxidation. High-temperature size exclusion chromatography was utilized to follow the reduction in molar mass under different degradation conditions, and the results were consistent with those obtained from ATR-IR spectroscopy. In polyolefins such as polypropylene, Hindered Amine Stabilizers (HAS) are used to suppress oxidation caused by UV radiation. The quantitative analysis of HAS was carried out using a UV/Vis method and HPLC. The degradation of UV stabilizers during the aging of geotextiles is responsible for the oxidation and the reduction in the molar mass of polypropylene. From the results, it can be concluded that applications of PP geotextile without soil or sand cover might cause the risk of the formation of microplastic particles. Material selection, design, and maintenance of the construction must follow best practices, including the system’s removal or replacement at end-of-life. Otherwise, a sustainable use of geotextiles in civil engineering is not possible. Therefore, a hydrolysis-based extraction method was further developed, which accounts for the addition of hydrolyzable covalently bound polyfluoroalkylated side-chain polymers (SFPs) to the extractable organic fluorine portion of the mass balance proposed as "hydrolyzable organically bound fluorine" (HOF). To test this hypothesis, the method was applied to 39 different consumer products containing fluoropolymers or monomeric PFAS taken from four different categories: outdoor textiles, paper packaging, carpeting, and permanent baking sheets. We also evaluated the method's efficiency by extracting four synthesized fluorotelomer polyacrylate reference compounds. The total fluorine (TF) and extractable organically bound fluorine (EOF) values were measured through CIC using established protocols.
