T1 - Proposals for Performance Demonstration and Modular Reliability Assessment for Humanitarian Demining N2 - For safe and reliable demining it is necessary to determine the actual true performance of mine searching equipment in detecting mines. The subject to detect a hidden subject by penetrating physical interaction with the target is similar to that of non-destructive testing where it is looked for hidden cracks etc. in material via waves and rays. The non destructive testing profession is now about 100 years old and developed some procedures to check reliability of testing. Those principles like the performance demonstration where the successful detections are statistically evaluated against false calls rates and their implementation in an industrial standard (ASME section XI appendix VIII) are analysed. A first adoption to demining was accomplished in the prescription for blind trials in the CEN workshop agreement CEN BT 126 CWA07 for test and evaluation of metal detectors. A number of blind trials were accomplished within an ITEP project to learn about the necessary statistical layout of those trials to achieve true, reproducible and repeatable results to give guidance to selection and improvement of metal detectors. The special focus in these investigations was on the influence of the human factor due to the degree of experience of the operators and the infulence of uncooperative soil. The correlation of the results of the physical parameter measurement and the statistical results is analysed in a first attempt. This is especially of interest when digitized and processed signals are involved where it becomes hard to assess whether the quality of the system has raised or not. Three different ways to investigate reliability of NDE signals will be described. The first way of investigation, the performance demonstration, is preferred e.g. in the US American nuclear power industry. This is an integral consideration of the non destructive test as a system where the whole NDE system is packed in a black box and only the input in terms of the real existing flaws in the component is considered and compared to the output in terms of the indications of the human inspector or of the automated system. The second – the European tradition – relies on a standardized description of physical/technical parameters of the NDE system which are preconditions for successful system performance. An example for such a standardized set of performance parameters is given in the recently released standard about Xray film digitization CEN EN 14096. The third approach – the modular conception – is a marriage of both: The signal chain is cut into main modules. Each module is assessed in a most appropriate individual way e.g. via modeling calculations. The single results are joint together according to the reliability of the subsystems. Separating criteria for the system were proposed through a reliability formula developed during a series of European-American workshops on NDE reliability. Examples of all three approaches will be given. A1 - Müller, Christina A1 - Rosenthal, Martina T1 - Reliability of Routine Radiographic Film Evaluation - an Extended ROC Study of the Human Factor N2 - Many radiographic exposures and film evaluations are made daily in a typical industrial NDT laboratory. But questions remain regarding the precise probability of detecting discontinuities, including the reliability of each individual inspector or laboratory. Although most experienced inspectors of the laboratories evaluate each radiograph, the actual quantitative reliability of each of these inspectors remains unknown. In order to estimate the performance of representative inspectors and laboratories involved in NDE, volunteer laboratories from Croatia and Hungary conducted a series of round-robin inspections using X-ray films of welds. While the RRT is still in progress, the authors try to summarize the results of the “second round” and discuss the evaluation method. The results of the “first round” had been reported already. The focus is here to present the new results in terms of additional inspectors and a new more field oriented evaluation scheme. So far the results of a total of 35 inspectors of the different laboratories were evaluated. Those inspectors were selected who have done usually the work of radiographic film interpretation. They have from a half up to 35 years professional experience. For better overview we created four groups: maximum 4 year-experience, from 5 to 12 year-experience, from 15 to 25 year- experience and from 26 to 35 year-experience. Discussing the circumstances of the RRT with the participants, many of them expressed, they could not exactly follow the prescription of the test. According to their professional experience the small discontinuities can be omitted because of the strictest acceptance level accept them. So the most experienced evaluators did not write the small gases and slags into the list, which yield a wrong reliability of detection. As a consequence we should accomplish two types of evaluation: taking into consideration of all discontinuity and only the bigger once they are over the acceptance level. In addition we analyzed the “true values” in a critical review. These developments were made and the new results of the evaluation of the testers were more precise and reliable. The corresponding results are evaluated and presented in a ROC diagram where the p(TP) is plotted against the p(FP). The p(TP) means the probability of a true positive indication (correct defect finding) and p(FP) means the probability of a false positive (false alarm) indication. From the mean value of all inspectors maximum operation points we can estimate a representative overall reliability in terms of a correct indication rate of about 68 % (64 % new) and a false call rate of about 17 % (8 % new). This is a reasonable result within the strict 1 cm score. T1 - Reliability Investigation of NDE Systems by Modular Analysis of Recorded Data N2 - During the second European-American Workshop on NDE Reliability, September 99 in Boulder, the term NDE reliability was defined as the degree that an NDT system is capable of achieving its purpose regarding detection, characterization and false calls. The most common – but also most expensive - way to determine this degree of capability in e.g. defect detection is to make just a performance demonstration using realistic test samples and to count the correct detections and false calls. For a more efficient way of reliability evaluation we propose to decompose the system into main modules e.g. according to the reliability formula set up on the first workshop: into f(IC) – a function of IC the intrinsic capability, determined by the physics and the technique of the NDE method representing an ideal upper bound of the reliability and g(AP) – a function of AP the industrial application factor like surface state or limited access to a component in general diminishing the ideal capability and finally h(HF) the function of the human factor which is in general also diminishing the ideal capability. The workshop proposed a rather plain mathematical shape for the formula R = f(IC) – g(AP) – h(HF) which should be considered merely as a “philosophical” expression but not as exact mathematical formula to be applied for evaluation of e.g. POD data. We propose to decompose the NDE system into modules in terms of functions of IC, AP and HF if appropriate or additional ones if necessary and then to analyze the mutual relationships of the terms via fault tree analysis. Finally the total reliability of the system is composed of the reliability of the subsystems via the rules of statistical systems theory. First trials for this approach of data analysis will be presented via examples from NDE systems in the aerospace industry. This is especially of interest when it is looked for life damaging objects in the case of mine seeking and when it is even more difficult to distinguish between the different suppliers of methods concerning their actual capability. In accordance with the conception of EFNDT WG5 and CEN BT 126 CW 07 the authors have the aim to transfer the knowledge in reliability measurement of NDE systems to the reliability measurement of mine detection systems. For this the three basic ways to investigate the reliability of NDE signals will be described. A further essential parameter especially for demining systems are the repeatability and reproducibility. Their affect on the reliability and its scatter will be investigated. Examples for the ROC/POD approach in terms of the investigation of the reliability of ultrasonic manual testing and for first attempts for the reliability investigation of demining data will be presented. It will be strongly recommended to apply the ROC/POD and Modular Conceptions to the assessment and optimization of mine seeking systems. Zu verschiedenen Fehlergrößen (a) gehören verschiedene Fehlerauffindwahrscheinlichkeiten (POD). T1 - Holistically evaluating the reliability of NDE systems - paradigm shift N2 - New methodologies for evaluating the reliability of NDE systems are discussed in accordance with the specific requirements of industrial application. After a review of the substantive issues from the previous decades, the go forward guidance is concluded. For high safety demands a quantitative probability of detection (POD) created from hit miss experiments or signal response analysis and ROC (Receiver Operating Characteristics) are typically created. The modular model distinguishes between the influence of pure physics and technique, industrial application factors and the human factor and helps to learn what factors are covered by modelling, open or blind trials. A new paradigm is offered to consider the POD or reliability of the system as a function of the configuration of input variables and use it for optimisation rather than for a final judgement. New approaches are considered dealing with real defects in a realistic environment, affordable but precisely like the Bayesian approach or model assisted methods. Among the influencing parameters, the human factor is of high importance. A systematic psychological approach helps to find out where the bottlenecks are and shows possibilities for improvement. In such cases, it is important to express the capability of the non-destructive testing (NDT) system to detect a flaw with respect to exactly those parameters that determine flaw severity. The multi-parameter reliability model presented in this article shows a way of calculating and expressing the probability of detection (POD) as a function of different influencing parameters, using numerically simulated NDT system responses and experimentally measured responses. A successful application of the model is demonstrated on the data from a transmit-receive longitudinal (TRL) ultrasonic inspection of a cast iron component. The POD of the surface-breaking semi-elliptical crack-like flaw is expressed as a function of its depth and length. In a direct comparison with the conventional signal response analysis, where the POD is expressed as a function of only the flaw size, the method provides a more comprehensive estimation of the reliability of the NDT system. T1 - Safe product design - the role of the NDE reliability analysis N2 - When pushed to the limits of their detection capability, NDE systems do not produce consistent hit/miss indications. Their capability of detecting small defects is therefore expressed in terms of POD. An adequate NDE system is required to ensure the structural integrity. In conventional signal response analysis, the POD is expressed as a function of the defect size, and its adequacy for the inspection task is tested against the maximum allowable defect size which will not undermine the structural integrity. Analyses of modern structures show that other parameters, beside the defect size, can both significantly influence the POD and determine the severity of the defect for the structure. Within the multi-parameter reliability analysis, the POD is expressed as a function of those influencing parameters. When determining the adequacy of the NDE system, the capability of detecting a defect has to be expressed and tested against the critical value of exactly that parameter that determines defects severity for the structure. Failing to do so can lead to a rejection of the healthy, or acceptance of the bad part. The principle is demonstrated on the example of the Transmit-Receive Longitudinal (TRL) ultrasonic inspection of the iron cast component for semi-elliptical surface defects. The POD is highly dependent on the amount of available data. The Bayesian approach provides a solution to compute POD-curves in case of a small amount of real defects without losing the necessary information. The result contains the needed information for the computation of POD-curves for real defects with an acceptable amount of information, even for sparse amount of data. In this paper is shown limitations of the Bayesian approach and how it can be applied to NDT. The Bayesian approach is applied in this case to the evaluation of radiographic testing. Bayesian approach is applied to determine POD-curves for the inspection techniques of nuclear fuel disposal canisters. The reason for using Bayesian approach is the high safety demands and also the low amount of real defects due to the high quality of the reliable production techniques. T1 - Human factors approach to the acquisition and evaluation of NDT data N2 - This paper gives an introduction to the field of human factors with the focus on their influence on the reliability of NDT in the nuclear energy production (in-service inspections) and final storage of highly radioactive nuclear waste. A set of methodological tools has been developed in the scope of three projects, namely: 1) a theoretical model describing potential human factors influencing manual ultrasonic inspection performance during inservice inspections in nuclear power plants; 2) a method for identifying potential human errors during acquisition and evaluation of data gathered with mechanized ultrasonic, radiographic and eddy-current systems, as well as visual testing with a remote camera (Failure Modes and Effects Analysis, FMEA); and 3) use of eye tracking methodology to optimize existing procedures and practices. The experimental results have shown that time pressure, mental workload and experience influence the quality of the inspection performance. Noticeable were influences from the organization of the working schedule, communication, procedures, supervision and demonstration task. Implementing human redundancy in critical tasks, such as defect identification, as well as using an automated aid (software) to help operators in decision making about the existence and size of defects, could lead to other kinds of problems, namely social loafing (excerpting less effort when working on tasks collectively as compared to working alone) and automation bias (uncritical reliance on the proper function of an automated system without recognizing its limitations and the possibilities of automation failure) that might affect the reliability of NDT in an undesired manner. T1 - ITEP-Test Trials for Detection Reliability Assessment of Metal Detectors N2 - The total reliability of a mine searching system is driven by the triple of intrinsic capability, which describes the physical-technical basis capability, the application and environmental factors and the human factors. Some of them can be determined in laboratory measurements but the human factor and a part of environment conditions and their interaction with the device need to be treated statistically. That is why the test & evaluation procedure described in CEN CWA 14747:2003, includes in addition to parameter tests of metal detectors also the reliability or blind field tests under local conditions with local personnel. A series of three big field trials had been accomplished in the ITEP-project 2.1.1.2 “Reliability Model for Test & Evaluation of Metal Detectors” to specify the optimum conditions for reliable trial results with affordable effort. For each set of specific working conditions, characterized in terms of a combination of one mine type in one soil with one detector handled by local personnel, the searching system will show up a working performance in mine detection rates as a function of mine depth and show up a certain overall false call rate. During the ITEP-trials in Benkovac and Oberjettenberg the authors learnt to determine this function separately for each mine type in each soil, which is especially important for low metal mines in uncooperative soil which will be illustrated for the mine PMA2 in different types of soil. The question of representativeness for field conditions on the one hand and necessary statistical set up for the possibility to distinguish between individual detector performances is still under discussion. T1 - Determination of reliability in demining and NDT N2 - The detection of defects in aircraft components or parts of a power plant or mines in the ground is connected with the task to distinguish between signals caused be the item searched for and noisy signals from other sources. The reliability of the system is the better the better the system is in detecting the wanted signal and avoiding false alarms caused by noise. It is usual to measure the reliability of diagnostic systems in terms of ROC-curves (Re-ceiver Operating Characteristics) and POD-curves (Probability of Detec-tion). The ROC curves describe the POD versus Probability of False Alarm with growing system sensitivity along the curve. POD curves describe the Probability of Detection for a fixed sensitivity for a variation of item sizes or depths. Reliability of the whole system is always a composition of the physics and technique, application influences and the human factors. For the scien-tific understanding and possibilities of improvement, decomposition accord-ing to a modular model is helpful. The authors present their experiences with the reliability evaluation of metal detectors for humanitarian demining and an NDT system of mechanized ultrasonic phased array testing of copper welds. The special concern in demining is the influence of soil types, detec-tors and the experiences of human beings. T1 - Progress in evaluating the reliability of NDE systems - Paradigm shift N2 - The paper will give an overview of new methodology for evaluating the reliability of NDE systems accurately, reliably and efficiently in accordance with the specific requirements of industrial application. After a review of the substantive issues from the previous workshops, the go forward guidance from these interactions is considered. At the beginning of the reliability analysis, the actual safety demands have to be defined in order to fit the investigation to the level of risk when the component would fail. Next, all the essential influencing parameters need to be documented and transferred to an appropriate design of experiments (DOE) to determine the reliability in terms of a qualitative assessment for lower risk or in terms of a quantitative probability of detection (POD) or ROC (Receiver Operating Characteristics) curves for higher safety demands. A new paradigm is offered to consider the POD or reliability of the system as a function of the configuration of input variables and use it for optimisation rather than for a final judgement. An advantage for the end user is also to sample all single PODs to an integral 'Volume POD' of a part. Among the influencing parameters, the human factor is the most important one. A systematic psychological approach shall help to find out where the bottlenecks are but most importantly to provide best possible working conditions for the human inspectors. T1 - NDT Reliability - Final report - Reliability in non-destructive testing (NDT) of the canister components N2 - This report describes the methodology of the reliability investigation performed on the ultrasonic phased array NDT system, developed by SKB in collaboration with Posiva, for inspection of the canisters for permanent storage of nuclear spent fuel. The canister is composed of a cast iron insert surrounded by a copper shell. The shell is composed of the tube and the lid/base which are welded to the tube after the fuel has been place, in the tube. The manufacturing process of the canister parts and the welding process are described. Possible defects, which might arise in the canister components during the manufacturing or in the weld during the welding, are indentified. The number of real defects in manufactured components have been limited. Therefore the reliability of the NDT system has been determined using a number of test objects with artifical defects. The reliability analysis is based on the signal response analysis. The conventional signal response analysis is adopted and further developed before applied on the modern ultrasonic phased-array NDT system. The concept of multi-parameter a, where the response of the NDT system is dependent on more than just one parameter, is introduced. The weakness of use of the peak signal response in the analysis is demonstrated and integration of the amplitudes in the C-scan is proposed as an alternative. The calculation of the volume POD, when the part is inspected with more configurations, is also presented. The reliability analysis is supported by the ultrasonic simulation based on the point source synthesis method. T1 - Influence of nitrogen on the corrosion resistance of martensitic stainless steels N2 - The corrosion resistance of martensitic stainless steels (MSS) depends strongly on the chemical composition and the applied heat treatment. Both determines the distribution of the alloying elements in the microstructure and the resulting material properties. The addition of nitrogen is known to be beneficial for the pitting corrosion resistance of stainless steels. In case of MSS this effect is not only connected to nitrogen itself because nitrogen can be used to substitute carbon which also influences the result of the heat treatment process. This paper shows the effect of nitrogen on the corrosion resistance in relation to the hardening process of MSS. Therefore the effects of austenitization duration, austenitization temperature and cooling rate on microstructure, hardness and corrosion resistance were studied on the MSS X30CrMoN15 1 and X50CrMoV15. The effect of different cooling rates was studied in the range of > 100 K/s down to 1 K/s using the jominy end quench test. The changes in corrosion resistance were detected with electrochemical potentiodynamic reactivation (EPR) and by the determination of critical pitting potentials. Besides this experimental approach thermodynamic calculations with the software thermocalc will be presented and used for the interpretation of the effect of nitrogen on the corrosion resistance of MSS. It is a safety critical component and in order to secure long-term structural integrity non-destructive methods are used to inspect 100% of the volume of each canister, before it is disposed of in the repository. One of the critical components that requires inspection is a sealing weld, joining the copper tube and the lid. The friction stir weld is inspected using an ultrasonic phased array system. The area of the weld is inspected with several inspection channels with different angles and varying coverage. To make sure that no defects that might occur in the weld are overseen, the reliability of the inspection must be quantified. The reliability of NDT is usually quantified with the probability of detection curves. The influence of the parameters that might influence the POD of the flaws in the weld is investigated analysing the experimental results, as well as with a help of a numerical simulation of the inspection. If the crack is initiated in the axle, cyclic loading will lead to crack propagation. To maintain structural integrity, axles must be periodically inspected for fatigue cracks in the material. Deutsche Bahn uses mechanized ultrasonic inspection system to inspect hollow railway axles. The inspections are performed from the bore surface, using several conventional transducers with different incident angles, inspecting the axle along the entire length. As with the every safety critical system, the reliability of these inspections must be determined with regard to their flaw detection capabilities. Traditionally this is done according to the relevant standards for railway vehicles. To investigate the capability of the NDT system more thoroughly, we want to evaluate the capability of the inspection system to detect flaws by means of probability of detection (POD) curves. It will be shown that other parameters, beside the size of the crack, for example crack position in the axle, influence the detection of the crack. The influence of these parameters was evaluated using ultrasonic simulation. The evaluation served as an input for the manufacturing of the flaws in the real scale axle. Once these axles are inspected and the data evaluated, using data from both measurement and simulation, we will express the POD of the crack as function of influencing parameters using the multiparameter POD model. T1 - Investigations to introduce the probability of detection method for ultrasonic inspection of hollow axles at Deutsche Bahn N2 - Currently at Deutsche Bahn (DB) ultrasonic inspections in maintenance procedures for wheelset axles with a bore hole are, to the greatest possible extent, carried out using automated ultrasonic inspection system. Although the acceptance levels are in accordance with DIN 27201 part 7, the testing results have shown in recent years that in the case of true indications, the effective defect sizes were far below the level of acceptance. Due to this experience it can be assumed that the automated ultrasonic inspection systems are testing substantially more sensitively than required. This increased sensitivity leads to an increase in false indications, generally resulting in the unnecessary demounting of wheelsets. In Research cooperation between Federal Institute for Materials Research and Testing (BAM) and DB the effective flaw detection sensitivity of existing automated ultrasonic inspection system will be determined and the true/false indication ratio optimised. Through systematic investigations with the Probability of Detection method on the existing automated ultrasonic inspection system the results could be directly applied to the optimisation of existing ultrasonic inspections of wheelset axles with a bore hole in maintenance procedures and the level of reliability can be considerably increased. T1 - PAUT inspection of copper canister: structural attenuation and POD formulation N2 - For inspection of thick-walled (50mm) copper canisters for final disposal of spent nuclear fuel in Sweden, ultrasonic inspection using phased array technique (PAUT) is applied. Because thick-walled copper is not commonly used as a structural material, previous experience on Phased Array Ultrasonic Testing for this type of application is limited. The paper presents the progress in understanding the amplitudes and attenuation changes acting on the Phased Array Ultrasonic Testing inspection of copper canisters. Previous studies showed the existence of a low pass filtering effect and a heterogeneous grain size distribution along the depth, thus affecting both the detectability of defects and their "Probability of Detection" determination. Consequently, the difference between the first and second back wall echoes were not sufficient to determine the local attenuation (within the inspection range), which affects the signal response for each individual defect. Experimental evaluation of structural attenuation was carried out onto step-wedge samples cut from full-size, extruded and pierced&drawn, copper canisters. Effective attenuation values has been implemented in numerical simulations to achieve a Multi Parameter Probability of Detection and to formulate a Model Assisted Probability of Detection through a Monte-Carlo extraction model. This presentation gives an overview about an advanced use of multiple metallographic cuts for the POD evaluation. In the presentation an approach is shown where information of metallographic studies are reconstructed and weighted to gain the essential information about real defects and which information are important for the detection with radiographic testing equipment. T1 - Evaluation of radiographic testing performance with an advanced POD approach N2 - POD is the most often used approach for the evaluation of the reliability of non-destructive testing methods in critical areas. But especially for those cases the requirements for a sufficient amount of data, adequate type of defects and the statistical requirements are high. The claim for checking these requirements is not new, but never the less often ignored. Especially the large amount of data for critical real defects seems too often to be not really solvable. In this presentation we show an approach to use real defect data with knowledge from former testing results with the same equipment, in a useful adequate way. Furthermore we introduce a method to evaluate the real defect description parameters for the radiographic testing. This approach was used for a joint project with the company POSIVA, which is building a final depository for spent nuclear fuel in Finland. Radiographic testing is one of the NDT-methods they use to test the electron beam weld of the copper canister. The copper canister will be used in the deposit as a corrosion barrier within the deposit concept. Through the high sophisticated manufacturing methods of the canister there are almost no material defects, which could be used for reliability evaluation. In this context the idea of Bayesian Updating of the POD with real defect data with former results from artificial defect data was born to get a useful evaluation. The intrinsic capability stands for the pure physical-technological process of the signal detection caused by the waves or the rays from a material defect in the presence of noise (driven by the material and the devices). This intrinsic capability is the upper bound of the possible reliability. Already when measuring this intrinsic capability for thick walled components the original one-parameter POD must be extended to a multiparameter POD, where, in addition to the defect size, a number of additional physical parameters, such as the grain size distribution (or attenuation), defect depth, and angle or surface roughness, must be considered. For real life cycle assessments it is necessary to evaluate the signal response from real defects. The industrial application factors, e.g. coupling conditions, limited accessibility, heat and environmental vibrations, diminish the reliability. The amount of reduction can be determined quantitatively, if the underlying conditions are controlled. In case they are not controlled it is necessary to count for a fluctuation in the reliability in the field anyway. The third group of important influencing factors are the human factors, which do not only cover the individual performance capability of the inspectors but also the design of the working place, the procedure, the teamwork quality, interaction with systems, the organization, and finally, the relationship between the companies involved in the inspection process and to which extend the responsible parties are aware of it. When comparing an “ideal inspection” with a “real inspection” it is worth while to look how the existing practices, rules and standards support reliable testing and where the “delta” is. In the context of vigor, with respect to the industrial end user, it needs to be shown how the level of reliability of NDE, influenced by the different factors, has an impact on acceptance or rejection of safety critical parts. The responsible organizations have been well aware of the risks and founded projects to understand and optimize critical steps during production, operation and maintenance. But the use of NDT is not limited to these two fields. The risks during operation of chemical plants, trains or windmills are different from the area above but evident. The coverage by legal regulations is relatively low. Instead of this owner responsibility, product liability and financial issues are the driving forces to do inspections and to use non-destructive testing. The different targets and financial issues influence the practice of NDT-inspections. A survey of this practice and its results are shown. T1 - Summary of the "open space technology discussions" on reliability of NDE N2 - Since the beginnings of the European American Workshops (EAW) in 1997, the aim was to gather the experts in NDE reliability and discuss burning topics with the aim of identifying crucial problems and suggesting ways to move forward. This was usually achieved during the so-called break-out sessions, in which predetermined topics were discussed. During the 5th EAW, held in Berlin in 2013, this approach was replaced by an Open Space Technology (OST) approach. The benefit of this approach is seen in the freedom of topic choices, i. e., the topics are not predetermined but rather arise at that moment in that space and by the participants’ choice. The following topics arose: new reliability methods (Bayesian, MAPOD, …), structural health monitoring, definition of requirements of NDE by customer versus provider, what value of POD is good enough?, human factors, manual versus automated inspection, and basic concepts of reliability of NDE. The participants were encouraged to walk from one session to another and openly express their opinions. These were in the end summarized by a chosen group of moderators and presented in this paper. The main tasks for reliable NDT evaluation requires an extensive evaluation of the parameters – which contains typical inspection related items like repeatability, S/N ratio, POD, setting up the equipment for inspection, and all practices for inspections. The other parameters are material parameters, their variation must be taken into account in the evaluation of NDT reliability. Further parameters include human factors, i. e. human inspectors and their interaction with technical systems; their effects were studied on an example of the evaluation of eddy current data. Final parameters are related to evaluation of detected defects, which means sizing and base for acceptance and this can be done in different ways. Some examples are given and results are compared with different methods for instance between radiographic testing and ultrasonic testing by raw data analysis and PA-SAFT results. Also, preliminary curves for the evaluation of metallographic results of 55 defects will be shown by EB weld measurements. Some practical items concerning copper inspections will be also discussed related to acceptability. A1 - Pitkänen, J. A1 - Ronneteg, U. T1 - Human factors approach to the reliability of NDT in nuclear waste management in Sweden and Finland N2 - Nuclear power industry has the responsibility to manage and dispose of all radioactive waste from its plants. Finnish Posiva and Swedish SKB are leading in the world in the development of disposal of spent nuclear fuel. Their method consists of encapsulating spent nuclear fuel in copper canisters and depositing them in the bedrock at a depth of about 500 meters for the next 100 000 years, leaving the radioactivity to decrease naturally through the decay of the radioisotopes in it. The copper canisters, consisting of a copper tube, a lid and a bottom (which make the outer shell) and an insert made of a cast iron, need to be inspected for their structural integrity to ensure no critical defects are present in the materials and welds that could lead to a leakage of the waste into the environment. Data acquired by 4 different non-destructive testing (NDT) methods (i.e. UT, ET, RT and VT with a remote camera) are evaluated by skilled human operators and therefore could be subject to human error. Human Factors approach lies in identifying potential errors made by the human, their causes and ways of preventing them. A customized Failure Modes and Effects Analysis (FMEA) was conducted to anticipate possible human failures during the data evaluation. The results led to designing several experiments (e.g. diffusion of responsibility within the 4-eye principle, over trust in automated systems) which are being experimentally tested in ongoing projects. The results are expected to lead to the optimization of the procedures followed by the NDT operators and consequently to the improvement of the overall NDT reliability. T1 - Analysis and synthesis of NDT reliability using the extended modular model N2 - The aim of all the effort devoted to NDE reliability is to evaluate the reliability accurately, reliably and efficiently, in accordance with the specific requirements of industrial application taking into account the very different nature of influencing factors. The set up of the Modular Reliability Model in 1997 was a big step forward in the understanding of influencing mechanisms in terms of the three different main elements, i.e. the intrinsic capability (IC), the application parameters (AP) and the human factors (HF). The intrinsic capability stands for the pure physical-technological process of the signal detection caused by the waves or the rays from a material defect in the presence of noise (caused by the material and the devices). This intrinsic capability is the upper bound of the possible reliability. Already when measuring this intrinsic capability for thick walled components the original one-parameter POD should be extended to a multi-parameter POD, where, in addition to the defect size, a number of additional physical parameters, such as the grain size distribution (or attenuation), defect depth, and angle or surface roughness, must be considered. In case they are not controlled it is necessary to count for a (unknown) fluctuation in the reliability in the field anyway. Both the internal and external organizational context, affect not only the HF but also the IC and AP. After having analysed the single factors separately it is necessary to look how everything is interconnected. When comparing an “ideal inspection” with a “real inspection” it is worthwhile to look at the existing practices, rules and standards. How do they really support reliable testing? With respect to the industrial end user, it needs to be shown how the level of reliability of NDE, influenced by the different factors and their interaction, has an impact on acceptance or rejection of safety critical parts. The approach of analysis and synthesis will be illustrated by examples of the reliability investigation of the inspection of copper canisters for nuclear fuel deposit in Sweden and Finland and German Railway inspections (hollow axle testing). A1 - Müller, Christina T1 - Analyzing the reliability of non-destructive tests using the modular modell - a practical approach N2 - Non-destructive testing is an important tool to guarantee the safety of railway traffic. The infrastructure with tracks, switches and sleepers is regularly tested, the locomotives and wagons with their wheels, bogies and axles as well. Many years of experience and some events lead in Germany to a good practice in testing the railway components. Now, European authorities are drafting a system of common requirements and standards for the European Railway Market. The German practice combines an intensive training of the NDT-personnel including sufficient time for practical exercises with organizational measures of the companies, responsible for rolling stock and infrastructure. Through the example of UT-testing of railway axles it will be shown, how training and organizational measures influence the reliability of such testing. A1 - Müller, Christina T1 - Evaluating RT systems with a new POD approach N2 - The usefulness and purpose of evaluating nondestructive testing (NDT) systems and their capabilities has changed in the last decade. The conventional method of simply applying a familiar statistical algorithm to say whether the system is usable for the tasks is history. Nowadays, multiple parameter methods which describe the probabilities of detection (POD) of different systems or real defects need new characteristics and a broader variety of statistical models to describe the true system behaviour. The appraisal of the NDT system involves diverse departments within a company (engineering, NDT-operators, and statisticians), but is, at the same time, more needed and requested than in the past. In this article, an approach is discussed in which professionals from different fields worked well together, accomplishing cost-intensive metallographic studies in correlation with well-understood physical behaviour of NDT-methods as well as deep-discussed mathematical methods to create a holistic evaluation of the technical reliability for a specific radiographic testing (RT) equipment. The first part of the publication will show the comparison between metallographic grinding and the RT indications. An essential innovation over past evaluation methods was the use of a multi-scale smoothing algorithm, which describes physical parameters, which were not used in evaluation like the POD in this way in the past. In the second part the statistical requirements for the POD take the focus. It can often be hard to make significant statements; especially in the case where only a small amount of data is available. The combination of data and the use of knowledge from simulations are essential. One possible solution will be shown for the RT evaluation. The methodology is used for evaluating the digital RT system for the inspection of electron-beam welds, which was method considered to seal the Finnish copper canisters for the final deposit of spent nuclear fuel. N2 - The General Guidance in the Swedish regulations state that the safety assessment for a final repository for spent nuclear fuel should be 1 million years after closure. SKB developed the KBS-3 method, according to which the spent nuclear fuel is protected by three barriers. It is encapsulated in canisters with a diameter of 1 metre and a length of 5 metres. The canister consists of a cast iron insert surrounded by a 5 centimetre thick shell of copper. The canisters are disposed in the bedrock at a depth of about 500 meters surrounded by bentonite clay. In order to assess the safety over this extremely long period, an extensive quality control programme is applied to the canisters before deposit. In this programme, the use of non-destructive testing (NDT) is vital. The safety assessment of the canister in turn places high demands on the coverage, detectability, and reliability of the applied NDT inspections of the canister parts, i.e. cast iron insert, copper base, tube and lid, and the copper friction stir welds (FSW). This paper presents the extensive full-scale inspection development programme that runs at the Canister Laboratory in Oskarshamn (Sweden). In order to fulfil the high demands, phased array ultrasonic inspection techniques are developed using practical trials aided by ultrasonic modelling. The techniques apply, for example, different frequencies, inspection angles, focus depths, and both longitudinal and shear waves. Increased inspection reliability of the FSW is achieved by applying digital X-ray technique using a 9 MeV linear accelerator and a line detector. To complete the coverage, complementary surface inspections methods, i.e. eddy current array, magnetic flux sensor techniques and magnetic particle inspection, are applied. The canister safety assessment was the driving force to include reliability studies during the NDT development. Initially, the technical reliability was considered, resulting in development of advanced POD models (probability of detection). In combination with human factors studies, these models were implemented as tools in the development of the NDT techniques. Human factors studies were also applied to improve the inspection procedures to be more user-friendly enabling reliable inspections. T1 - Probability of defect detection of Posiva's electron beam weld N2 - The report 'Probability of Defect Detection of Posiva's electron beam weld' describes POD curves of four NDT methods radiographic testing, ultrasonic testing, eddy current testing and visual testing. POD-curves are based on the artificial defects in reference blocks. The results are devoted to the demonstration of suitability of the methods for EB weld testing. Report describes methodology and procedure applied by BAM. Report creates a link from the assessment of the reliability and inspection performance to the risk assessment process of the canister final disposal project. Report ensures the confirmation of the basic quality of the NDT methods and their capability to describe the quality of the EB-weld. The probability of detection curves are determined based on the MIL-1823 standard and it's reliability guidelines. The MIL-1823 standard was developed for the determination of integrity of gas turbine engines for the US military. In the POD-process there are determined as a key parameter for the defect detectability the a90/95 magnitudes, i.e. the size measure a of the defect, for which the lower 95 % confidence band crosses the 90 % POD level. By this way can be confirmed that defects with a size of a90/95 will be detected with 90 % probability. In case the experiment will be repeated 5 % might fall outside this confidence limit. T1 - Attenuation dependent detectability at ultrasonic inspection of copper N2 - This report describes the progress in understanding and describing the detectability of the ultrasonic inspection technique developed by SKB for the inspection of copper tubes used for the final disposal of the Swedish spent nuclear fuel. In former research activities dedicated to the different parts of the canister, the probability of detection (POD) evaluation technique, as developed for thin aircraft components, was further developed for the application on complex hick-walled components. The result of this development was the introduction of a “multi-parameter” POD framework. In contrast to taking only the defect size into consideration (as for aircraft components) additional influencing factors, relevant for thick components, such as depth position, orientation and part geometry, were included. Furthermore, the variation of ultrasonic attenuation due to various material properties was included.
