    <title language="eng">Exploring business benefits of internationally recognized certifications - Empirical evidence from a global company survey</title>
    <abstract language="eng">We base our paper on data from a global company survey of certified companies carried out by the International Accreditation Forum (IAF) in 2010/11. We use multivariate Probit and ordered Probit models to analyze how company internal and external factors influence the perception of benefits from accredited certification. Benefits from accredited certification are divided into added value for the organization, increased sales and regulatory compliance. As for company external factors, we find that benefits from certification are higher for companies that went through a challenging certification process, had a competent certification body team, and are aware of the importance of accreditation. Internal factors are related to different motives for seeking certification. We find that the benefits from accredited certification are largest when companies become certified in order to improve their own business performance. Dividing our sample in high-income and middle income countries shows that the latter put more emphasis on company internal improvement through certification and are more likely to benefit from certification when they employ an external consultant. Finally, we can show that benefits are unequally distributed among companies. That is, smaller companies have a lower probability to benefit from certification compared to larger companies.</abstract>

    <title language="eng">EA-HHC - Analysis of the operation of accreditation bodies - Results of the 2nd round</title>
    <abstract language="eng">In 2019 the German federal institute Bundesanstalt für Materialforschung und –prüfung (BAM) conducted a benchmarking to compare the operations of European accreditation bodies and to identify best practices, with the aim of improving key processes in accreditation. Ten European accreditation bodies attended the comparison, four of which had already taken part in the pilot phase of the benchmarking project, which was conducted in 2017 by the German accreditation body Deutsche Akkreditierungsstelle GmbH (DAkkS) and the BAM.&#13;
The study, designed to examine and compare the operation of accreditation bodies in Europe, used a management tool called Process Maturity Benchmarking Tool, which was especially elaborated and validated for this purpose in the pilot phase, in order to determine the values of indicators, thus enabling a comparison of the accreditation bodies despite different operational processes and organizational forms. The management tool is based on the analysis of selected processes with high relevance for the operation of accreditation bodies. The processes are derived from a process map designed for accreditation bodies in a universally applicable way. The indicators used to characterize the processes come from two sources: The first source relates to data already available from internal databases, reports, financial audits, and others. The second source is derived from the self-evaluation of process maturity performed by the accreditation bodies. The criteria for evaluating process maturities were designed by applying the criteria of the EFQM excellence model 2013 of the European Foundation for Quality Management (EFQM) to the processes identified in the process map. &#13;
The results of the analysis were presented to and discussed with representatives of the ten accreditation bodies at a Results-Workshop that took place at BAM on 21/22 January 2020. &#13;

    <title language="eng">WP8 - Ensure the quality of testing processes and service offers of the OITB  from quality management to training</title>
    <abstract language="eng">The MBLabs consortium comprises various organizations that operate testing facilities encompassing a broad spectrum of tests relevant to the construction sector, particularly building envelopes. In the future, additional testing facilities will join the METABUILDING platform to offer their services. These services will be integrated in the MBLabs Open Innovation Test Bed and accessible via the METABUILDING platform. The METABUILDING platform is operated by the METABUILDING association.&#13;
In Task 8.5 the Quality Assurance system of the MBLabs OITB is developed. The presentation gives an overview regarding the development of this system after 3 years of project execution.</abstract>

    <title language="eng">Analysis of the Operation of Accreditation Bodies - Conduction and Results from the first benchmarking Round with 8 Accreditation Bodies</title>
    <abstract language="eng">In autumn 2014 the German accreditation body Deutsche Akkreditierungsstelle GmbH (DAkkS) and the German federal institute Bundesanstalt für Materialforschung und –prüfung (BAM) initiated a project to compare the operations of accreditation bodies by developing and implementing a tailor-made management tool. Eight European Accreditation Bodies attended the first benchmarking round. By means of the Process Maturity Benchmarking Tool (PMBT) a set of relevant processes was identified and analyzed using indicators based on data from data records and the maturity of the investigated processes. A Results-Workshop was conducted with experts from the accreditation bodies to identify best practices and discuss different modes of operation.</abstract>

    <title language="deu">Vergleich der Arbeitsweise von Akkreditierungsstellen in Europa</title>
    <abstract language="deu">Das übergeordnete Ziel des Projekts ist es, ein Werkzeug bereitzustellen, mit dem die Arbeitsweise von Akkreditierungsstellen auf objektiver Grundlage und kennzahlenbasiert analysiert werden kann. Durch Anwendung auf mehrere Akkreditierungsstellen soll zudem eine vergleichende Analyse verschiedener Akkreditierungsstellen ermöglicht werden, die zur Harmonisierung der Arbeitsweise der Akkreditierungsstellen in Europa beiträgt. &#13;
&#13;
In der ersten Phase des Projekts wurden die Tätigkeiten von Akkreditierungsstellen und ihre auf gesetzlichen und normativen Anforderungen beruhenden Verpflichtungen systematisch analysiert. Es wurde eine mit Kennzahlen unterlegte Prozesslandschaft entwickelt, die ein Modell bildet, dem die implementierten Abläufe und eingesetzten Ressourcen der Akkreditierungsstelle zugeordnet werden können. In der zweiten Phase wurden die Prozesse der Deutschen Akkreditierungsstelle DAkkS dem Modell zugeordnet. Die Übertragbarkeit des so erstandenen Modells wurde in einem dritten Schritt durch die Erweiterung auf sieben weitere Akkreditierungsstellen im europäischen Raum untersucht. &#13;
&#13;
Im Rahmen eines Abteilungsseminars wurden die Ergebnisse der Datenerhebung der acht teilnehmenden Akkreditierungsstellen in anonymisierter Form präsentiert.</abstract>

    <abstract language="eng">Project objective:&#13;
The aim of this project is to develop a tool based on objective criteria and indicators which can be used to analyze the operations of accreditation bodies. The tool will be used to systematically assess several European accreditation bodies, enabling a comparative analysis to be made. By investigating current practices, the analysis will generate discussion amongst accreditation bodies on how to improve the efficiency and effectiveness of operations. &#13;
Methodology:&#13;
The tool is based on parameters that enable comparison of various accreditation bodies, despite different operational processes and organizational forms. These parameters will be derived from operational processes with high relevance for accreditation bodies, and mapped to a universal process map which enables comparison between institutions. The processes will be characterized using data from internal databases, reports, financial audits etc., and will be supported by feedback from a qualitative self-evaluation of process maturity, carried out by the accreditation bodies themselves. The criteria for evaluating process maturity are based on those used in the excellence model of the European Foundation for Quality Management (EFQM), and are applied to the processes identified in the process map. The tool will be validated through application to various accreditation bodies in Europe.&#13;
Project outline:&#13;
The pilot phase of project comprises three stages. In the first stage the processes of accreditation bodies were systematically analyzed through the development of the process map. Nine processes of special relevance are identified and underpinned by indicators as described above. In the second step the tool was applied to the German accreditation body, DAkkS, in order to check and modify the indicators. The third stage will verify the transferability of the model by extending analysis to selected European accreditation bodies, again refining and optimizing the tool based on this analysis. Finally, after successful conduction of the pilot phase it is planned to extend the analysis to other European accreditation bodies interested in participation in 2018.</abstract>
