    <title language="eng">Consequences of an imperfectly mounted reinforcement cage in a generical cylindrical concrete container during mechanical specimen tests</title>
    <abstract language="eng">By highest court decision in 2007 the issued license for the Konrad repository (a former iron ore mine) for low and intermediate level radioactive waste was finally confirmed. Since then, the site is improved, prepared and equipped for the currently planned start of waste package emplacement by 2029. The Bundesanstalt fuer Materialforschung und -pruefung (BAM, Federal Institute for Materials Research and Testing) is regularly contracted by the Bundesgesellschaft für Endlagerung (BGE, Federal Company for Radioactive Waste Disposal) as the responsible authority for waste product control, waste container design testing, and waste package acceptance. In this context BAM is mainly responsible for design testing of various container types including the evaluation quality assurance measures for container manufacturing.&#13;
In the written Konrad disposal requirements all acceptance criteria for potential final disposal containers are defined. In addition to general requirements concerning container design, materials, dimensions and others, specific mechanical load scenarios the casks have to withstand are derived from an analysis of the on-site handling and emplacement procedures. Drop tests from different heights under consideration of the most damaging drop orientation and a stacking test are two examples for safety demonstrations that have to be performed during the container design testing procedure to qualify the respective container type.&#13;
The containers, whether cubic or cylindrical containers, can be made from different materials like ductile cast iron, reinforced concrete or as welded construction from steel plates and profiles. In case of concrete containers the reinforcement has the function to absorb tensile forces the concrete is not able to withstand by its own. Because of manufacturing imperfections of cylindrical concrete waste containers manufactured already decades ago, the reinforcement cages are not always exactly, axisymmetrically positioned when they were poured. This inspired BAM to perform various ABAQUS finite-element (FE) simulations by using the example of a simplified cylindrical container design with generic dimensions and pure elastic material properties. As outcome the stress conditions in the container during the drop test impact under different drop positions and during the stacking test were investigated and are explained and illustrated in this contribution. Different reinforcement cage positions were calculated and compared. On the basis of the calculated tensile and compressive stress distributions suggestions are derived on how a cylindrical concrete container with an imperfectly placed reinforcement cage has to be oriented for a drop or stacking test to ensure the most damaging test scenario.</abstract>

    <title language="eng">Container approval for the disposal of radioactive waste with negligible heat generation in the German Konrad repository</title>
    <abstract language="eng">Since the license for the Konrad repository was finally confirmed by legal decision in 2007, the Federal Institute for Radiation Protection (BfS) has been performing further planning and preparation work to prepare the repository for operation. Waste conditioning and packaging has been continued by different waste producers as the nuclear industry and federal research institutes on the basis of the official disposal requirements. The necessary prerequisites for this are approved containers as well as certified waste conditioning and packaging procedures. The Federal Institute for Materials Research and Testing (BAM) is responsible for container design testing and evaluation of quality assurance measures on behalf of BfS under consideration of the Konrad disposal requirements. Besides assessing the container handling stability (stacking tests, handling loads), design testing procedures are performed that include fire tests (800°C, 1 hour) and drop tests from different heights and drop orientations.&#13;
&#13;
This paper presents the current state of BAM design testing experiences about relevant container types (box shaped, cylindrical) made of steel sheets, ductile cast iron or concrete. It explains usual testing and evaluation methods which range from experimental testing to analytical and numerical calculations. Another focus has been laid on already existing containers and packages. The question arises as to how they can be evaluated properly especially with respect to lack of completeness of safety assessment and fabrication documentation.</abstract>

    <title language="eng">Current developments in container design testing for the Konrad repository</title>
    <abstract language="eng">At present BAM works on numerous applications for Container design testing for the Konrad repository. Some licensing procedures were successfully finished in the past and BfS certified several Container types like Steel sheet, concrete until cast iron containers which are now available for waste packaging for final disposal. However, large quantities of radioactive wastes had been placed into interim storage using containers which are not already approved for the Konrad repository. Safety assessment of these so-called “old” containers is a big challenge for all parties because documentation sheets about container design testing and fabrication often contain gaps or have not yet been completed. Appropriate solution strategies are currently under development and discussion. Furthermore, BAM has successfully initiated and established an Information forum, called “ERFA QM Konrad Containers”, which facilitates discussions on various issues of common interest with respect to Konrad container licensing procedures as well as the interpretation of disposal requirements under consideration of operational needs. Thus, it provides additional, valuable supports for container licensing procedures.</abstract>

    <title language="deu">Aktueller Stand bei den Behälter-Bauartprüfungen für das Endlager Konrad</title>
    <abstract language="deu">In Deutschland werden zwei Arten von radioaktiven Abfällen unterschieden: Wärme entwickelnde Abfälle und Abfälle mit vernachlässigbarer Wärmeentwicklung. Im Endlager Konrad werden ausschließlich radioaktive Abfälle mit vernachlässigbarer Wärmeentwicklung endgelagert (im internationalen Sprachgebrauch: schwach- und mittelradioaktive Abfälle). Solche Abfälle stammen zum Beispiel aus dem laufenden Betrieb, der Stilllegung und dem Rückbau von Kernkraftwerken, aus der Forschung, der Medizin oder von der Bundeswehr und beinhalten unter anderem kontaminierte Baustoffe, Schrott, Werkzeuge, Schutzkleidung, Schlämme und Suspensionen. Vor dem Endlagern dieser Abfälle werden sie konditioniert, d. h. die festen Abfälle werden teilweise zerkleinert, verpresst oder zementiert, flüssige eingedampft oder zementiert und häufig anschließend in Fässer verpackt. Im nächsten Schritt werden die konditionierten Abfälle in Abfallbehälter verpackt. Geeignete Behältertypen sind (gemäß IM, 121) kubische Container oder Rundbehälter mit definierten Abmaßen aus Stahlblech, Beton oder Gusseisen. Diese Abfallbehälter sind für die Endlagerung, für eine vorausgehende längerfristige Zwischenlagerung sowie ggf. für den Transport über öffentliche Verkehrswege zu qualifizieren.</abstract>

    <title language="eng">Current developments in container design testing for the Konrad repository</title>
    <abstract language="eng">The Konrad repository for not heat generating radioactive wastes was licensed first in 2002. But due to legal actions this license has not been finally confirmed before 2007. Subsequently, the Federal Office for Radiation Protection (BfS) began scheduling backfitting of the former iron ore mine into a repository. The licensed repository volume is 303,000 m3 based on estimations of expected waste volumes to be disposed off although the mine itself would offer a much larger volume. Once the repository is ready for Operation, waste packages can be disposed, but this is not expected before the end of this decade. Nevertheless, there is already today a great interest in qualified and certified waste conditioning and packaging for disposal requiring Containers, tested, evaluated and certified by BAM and BfS.&#13;
Key points of the Konrad license concern comprehensive requirements for waste products and Containers. Details are described in BfS reports, which constitute the basic documents for the license. Following the final license confirmation a revision of these documents has been requested in order to include considerations of water poisoning substances. This work is currently done by BfS in Cooperation with the NLWKN of Lower Saxony and the Institute for Safety Technology (ISTec). Concerning the specification for Containers themselves no or only minor changes are expected.</abstract>

    <title language="deu">Aktuelle Entwicklungen auf dem Gebiet der Behälter-Bauartprüfungen für das Endlager KONRAD</title>
    <abstract language="deu">Das Endlager Konrad wurde bereits im Jahr 2002 als Endlager für nicht Wärme entwickelnde radioaktive Abfälle genehmigt. Jedoch wurde diese Genehmigung anschließend beklagt und konnte erst 2007 in letzter Instanz bestätigt werden. Nachfolgend hat das Bundesamt für Strahlenschutz (BfS) mit der Planung und Realisierung zum Umbau des ehemaligen Eisenerzbergwerkes zum Endlager begonnen. Das genehmigte Endlagervolumen beträgt 303.000 m3 und basiert auf Abschätzungen für die zu erwartende Abfallmenge. Das Bergwerk selbst böte ein deutlich größeres Volumen. Mit der Einlagerung von Behältern kann allerdings erst nach Fertigstellung des Endlagers und nach derzeitigem Stand voraussichtlich nicht vor Ende dieses Jahrzehnts gerechnet werden. Gleichwohl besteht bereits heute ein hohes Interesse an der endlagergerechten Konditionierung und Verpackung der für Konrad vorgesehenen radioaktiven Abfälle, wofür nicht zuletzt von der BAM bauartgeprüfte und vom BfS zugelassene Behälter erforderlich sind.&#13;
Kernpunkte der Endlagergenehmigung sind umfassende Anforderungen an Abfallprodukte und Behälter. Einzelheiten sind in den vom BfS der Genehmigung zu Grunde liegenden Berichten und Endlageranforderungen definiert. Diese enthalten vor allem Anforderungen an die Abfallprodukte und an die zu deren Verpackung erforderlichen Behälter. Mit der Genehmigungserteilung wurde auch eine Überarbeitung dieser Endlageranforderungen und hinsichtlich der Berücksichtigung Wasser gefährdender Stoffe gefordert. Diese Arbeiten werden derzeit vom BfS in Zusammenarbeit mit dem Niedersächsischen Landesbetrieb für Wasserwirtschaft, Küsten- und Naturschutz (NLWKN) und dem Institut für Sicherheitstechnik (ISTec) vorgenommen. Hinsichtlich der Anforderungen an die Endlagerbehälter wird allerdings davon ausgegangen, dass die für die Behälterbauartprüfung wesentlichen abfallprodukt- und behälterspezifischen Anforderungen davon nicht oder nur unwesentlich berührt sein werden.</abstract>
