Der Beitrag behandelt einen wichtigen Teilaspekt der gesetzgeberischen Bemühungen, Verfahren für immissionsschutzrechtliche Genehmigungen zu beschleunigen. Mit der Feststellung der sog. »einfachen« Vollständigkeit der Antragsunterlagen und der Erklärung gegenüber dem Antragsteller entsprechend § 7 Abs. 1 und 2 der 9. BImSchV soll ein belastbarer Startzeitpunkt gesetzt werden, von dem aus der Lauf der Bearbeitungsfristen für immissionsschutzrechtliche Genehmigungsverfahren in Gang gesetzt würde. Ob diese Hoffnung des Gesetzgebers sich jedoch erfüllen wird, ist aus Sicht der Autoren sowohl aus verfahrenspraktischen wie auch aus rechtsdogmatischen Gründen fraglich.
Africa’s water security is inextricable from the recent patterns of climate variability. Effective formulation and implementation of climate policies require efficient integration of disaster mitigation and sustainable development to eliminate maladaptation and enhance water security. However, practical implementation is still lacking in many African countries. This study aims to examine practical measures and strategies for the integration of sustainable development and disaster mitigation into climate policies to enhance water security in Africa. A systematic bibliometric and thematic analysis was conducted using 95 peer-reviewed articles within the period 2010 to 2025 from the Scopus database. Software and frameworks such as VOSviewer and the Preferred Reporting Items for Systematic Reviews (PRISMA) were employed to analyze publication trends, co-authorship networks, keyword co-occurrence, and themes. The study revealed current research themes such as nature-based solutions for water security, climate-resilient infrastructure and technologies, and practical measures, such as eco-based adaptation and water energy food nexus, as some components of climate policy integration that can enhance water security in Africa. The study offers key policy recommendations for policymakers in the implementation of integrated climate policies adequate and effective enough to deal with water security issues in Africa.
The increasing demand for essential resources such as water, energy, and food, driven by rapid population growth, urban expansion, and industrialisation, poses a significant challenge for developing countries, which is further exacerbated by climate change. Implementation of climate change policies, therefore, requires adequate consideration of the interconnection between water, energy, and food executed on synergies and managing tradeoffs, which most often is lacking in some developing countries like Nigeria. This paper assesses the relevance of the water-energy-food (WEF) nexus approach and highlights its role in formulating sustainable climate policies. In this review, a narrative and exploratory approach was carried out through a literature search from international databases such as Google Scholar and Scopus to capture the full range of perspectives between the years 2002 and 2025 that have contributed to the emergence of the WEF nexus approach in formulating sustainable climate policies. Enhanced resource efficiency, improved resilience to climate change, reduced environmental degradation and innovation and technology development are some of the benefits of the WEF nexus approach. Given the intricate interconnections among these resources, integrating the WEF nexus into policymaking is essential for ensuring long-term resource security and sustainability. This approach fosters a comprehensive and strategic framework for embedding water, energy, and food considerations into climate governance
Integrated water–energy–food system for rural climate adaptation : the Green Village Model in Oman

Rural communities in arid regions face linked challenges of water scarcity, energy insecurity, and climate stress. This study develops a pilot-scale “Green Village” model for Dar Al-Sawda, Oman, integrating agrivoltaic solar generation with natural wastewater treatment and agroforestry to enhance resilience. We used a mixed-methods design: semi-structured interviews with residents and experts informed the system requirements, and PVsyst simulations and field monitoring quantified expected performance. The integrated design comprises two 15 m3 ReedBox® natural wastewater treatment units and a 75 kWp agrivoltaic array above olive orchards. The treatment system processes 26 m3 day−1 for irrigation reuse, while the solar plant is estimated to generate 147,700 kWh per year. Performance ratio (PR) results are reported explicitly: monthly PR simulated for 2024 ranged from 0.70 to 0.81 (mean 0.77), while the annual PR estimated by PVsyst under a clean-panel case was 0.85 (85%). The modeled energy supply covers the treatment units and essential community loads, reducing diesel use and reliance on trucked water. For approximately 120 residents, the Green Village concept improves water security, clean energy access, and local food production, helping to counter rural out-migration. The results demonstrate the feasibility and advantages of an integrated water–energy–food approach and offer a scalable blueprint for sustainable development in Oman and comparable arid settings.
Am Beispiel der BTU Cottbus - Senftenberg wird mit dieser Studie ein innovativer Ansatz für nachhaltige Hochschultransformation analysiert: das transdisziplinäre Laboratorium TransLAB als experimenteller Raum für universitären Wandel. Auf Basis einer mehrjährigen Fallstudie zur Hochschulfusion wird entlang vier zentraler Thesen ein Instrumentarium für Transformationsprozesse entwickelt: Wissen/Handeln, Grenze, Ort und Verstärkung.
Das TransLAB wird durch vier Modellstufen systematisch entfaltet, vom System- und Organisationsmodell über das Transformations- und Atmosphärenmodell bis hin zu einem skalierbaren Transitionsmodell. Es zeigt, dass universitäre Transformation über bloße Strukturreformen hinausgeht und einen fundamentalen Bewusstseinswandel erfordert. Durch die Zusammenführung von Wissen diverser Herkunft entsteht neue Erkenntnis als wissenschaftlicher Zwischenraum. Die Studie dokumentiert, wie das TransLAB nachhaltige Entwicklung fördert und dabei sowohl initiatorisch als auch begleitend wirkt. Nach zwölf Jahren transformationswissenschaftlicher Arbeit etabliert sich das TransLAB als methodologisches Instrumentarium im Wissenschaftsdiskurs zur nachhaltigen Entwicklung.
In the context of the sustainability debate which conveys the understanding of a
transdisciplinary-transformative science, the basic idea of a transformative laboratory based on a ‘knowledge-processual method’ has a paradigmatic character. In this sense, a vehicle called TransLAB is proposed here for realization as a system and organizational model as well as an atmosphere and transformation model in a fourstage metamorphosis. With its processual, practical orientation, the ultimate goal of a transition can be envisaged. The aim of this publication is to present transformation and transition conceptually and methodologically as concretely as possible, so that transdisciplinary approaches become universally applicable. We can speak here of an experiment in methodological transdisciplinarity, in which conscious, individual, and collective actions lead to systemic change. It is intended to address the current challenges facing society and its scientific institutions, specifically the universities in Germany.
Community-based water provision in Colombia’s rural areas represents a form of collective resource supply that has historically developed as a countermovement to state fragility and remains the countryside’s only alternative to organised water supply. The Colombian state has legally recognised these water communities to meet constitutional and international commitments to universal drinking water access. However, integration occurs through a control-oriented approach, and is accompanied by administrative demands that most community-based providers cannot meet, which leaves them in a persistent informal status. Findings show that co-production practices reproduce governance fragilities and undermine the very social values the water communities are assumed to embody, even as state institutions depend on their work. The implemented co-production model not only requires constant informal negotiation but also fosters clientelism, corruption, socially harmful practices, and conflicts that cannot be resolved within existing structures. Based on qualitative case studies of seven community-based water providers, this article examines how volunteer representatives of these water communities navigate these contradictions, applying improvised strategies to individually sustain functionality. Meanwhile, these community-based water providers form wider networks and try to shape the public discourse around water co-production in order to achieve inclusion in the policy design process and improve collective support structures.
This study explicates the impact of consumer perceptions of greenwashing on the purchase intentions of single-use plastic products, specifically bottled still water and soft drinks, within the context of growing sustainability concerns. The objective is to understand how these perceptions influence consumer decisions and how the insights can inform the optimization of industrial practices related to packaging and marketing. Using a quantitative explanatory design, data was collected from no less than one hundred and sixty-eight respondents in Padang City through direct and online surveys. The sampling method is the Non-Probability Sampling method with a
Purposive Sampling approach and it is directed to individuals who meet the following criteria: (1) minimum age of 17 years old; (2) domicile in Padang City; and (3) individuals or households who know bottled water and soft drinks brand. The data analysis, conducted via Structural Equation Modelling (SEM) using SmartPLS, reveals that negative perceptions of greenwashing significantly reduce purchase intentions. However, positive word-of-mouth can mitigate these effects, leading to a higher likelihood of purchase. The findings highlight the critical role of environmental awareness in shaping consumer behavior and suggest that companies should prioritize authentic sustainability practices which could be in terms of third-party certification to maintain consumer trust and optimize their product strategies. Companies are expected to be able to do business responsibly, by paying attention to the end-to-end production process that has minimal waste and minimal impact on the environment, through the development of more environmentally friendly products and optimization of waste management programs. Third-party certifications may be useful to support this effort.
