However, practical implementation is still lacking in many African countries. This study aims to examine practical measures and strategies for the integration of sustainable development and disaster mitigation into climate policies to enhance water security in Africa. A systematic bibliometric and thematic analysis was conducted using 95 peer-reviewed articles within the period 2010 to 2025 from the Scopus database. Software and frameworks such as VOSviewer and the Preferred Reporting Items for Systematic Reviews (PRISMA) were employed to analyze publication trends, co-authorship networks, keyword co-occurrence, and themes. The study revealed current research themes such as nature-based solutions for water security, climate-resilient infrastructure and technologies, and practical measures, such as eco-based adaptation and water energy food nexus, as some components of climate policy integration that can enhance water security in Africa. The study offers key policy recommendations for policymakers in the implementation of integrated climate policies adequate and effective enough to deal with water security issues in Africa. This paper assesses the relevance of the water-energy-food (WEF) nexus approach and highlights its role in formulating sustainable climate policies. In this review, a narrative and exploratory approach was carried out through a literature search from international databases such as Google Scholar and Scopus to capture the full range of perspectives between the years 2002 and 2025 that have contributed to the emergence of the WEF nexus approach in formulating sustainable climate policies. Enhanced resource efficiency, improved resilience to climate change, reduced environmental degradation and innovation and technology development are some of the benefits of the WEF nexus approach. Given the intricate interconnections among these resources, integrating the WEF nexus into policymaking is essential for ensuring long-term resource security and sustainability. The essence is to support strategic policies for forest landscape protection and natural heritage sustainability. The research employed empirical data using mixed questionnaires of experts and residents to identify various indirect anthropogenic driving factors of forest degradation, analyze rural poverty and causal mechanisms as indirect anthropogenic drivers of forest degradation, and evaluate the level of awareness and community involvement in forest protection. ArcGIS was used to generate the Maps. About 140 sample sizes were utilized for this study. Using purposive and simple random techniques, about 46 and 100 mixed questionnaires were distributed to experts in forest guard and residents, respectively. Data were analyzed using quantitative and qualitative techniques. Findings showed that indirect factors of forest degradation include high tourism demand, poverty, culture and tradition of local communities, lack of forest protection and conservation education, and insufficient land availability. Also, findings showed that rural poverty as an indirect anthropogenic driving factor of forest degradation is attributed to unemployment in rural areas, inadequate land for agriculture, and insufficient productive forestry availability. Additionally, this study revealed that residents are aware that the forest is under the government’s protection, and most people in local communities are not involved in activities for forest protection. Therefore, the study suggests that the locals should be involved in the activities that promote forest protection for effective control and management. Alternative heating methods should also be explored to reduce much pressure on the available forest to improve the natural heritage sustainability of natural WHS found in Sub-Saharan Africa and other parts of the Global South. Despite the implementation of these instruments to protect forest landscapes in world heritage sites (WHS), the degradation problems persist, especially in the developing world, including Africa. Using the Kilimanjaro WHS in Tanzania as a case study, we investigated the state of implementing WHC and policies as strategic institutional instruments for forest landscape protection to support the sustainability of forests as a natural heritage. We collected empirical data using surveys of experts and integrated qualitative and quantitative (descriptive) analyses to investigate the implementation level of WHC and policies on forest protection, related the implementation level to primary forest degradation, and identified key challenges confronting the implementation. Key findings showed a low-level implementation of WHC and policies for forest protection. Also, our study showed that low-level implementation is associated with 19.83% of forest degradation from 1976 to 2020. Additionally, our study identified key challenges confronting all institutional instruments deployed for forest protection, including a lack of forest protection/conservation education in local communities, a low level of law enforcement on forest degradation, inadequate resources, wildfire, a lack of political will, political interference/interests, inadequate personnel, a lack of inter-departmental coordination, and conflicts with local communities. Our findings are of great importance for decision-makers to improve the implementation level of the WHC and policies as strategic institutional instruments and to improve the sustainability of forests as a natural heritage in Africa and other parts of the world. Rising sea levels and extreme weather conditions pose significant threats, particularly to the heritage of small island developing states and least developed countries. These challenges are expected to intensify both economic and non-economic losses, highlighting the need for a recalibration of international climate policies and financial mechanisms to include heritage preservation. However, heritage remains largely overlooked in global climate policy frameworks. Its inclusion has been limited to the Warsaw International Mechanism on Loss and Damage and the UAE Framework for Global Climate Resilience. Additionally, key mechanisms of the Paris Agreement—such as Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), and the Global Stocktake—fail to sufficiently integrate heritage concerns, despite their importance in building climate resilience. Addressing this gap requires expanding climate policy discussions to incorporate insights from heritage experts, policymakers, and networks. This research assesses the existing knowledge and policy gap, analysing how heritage is considered in submitted NDCs and NAPs. By identifying these gaps, it proposes strategies for embedding heritage into climate policy, ensuring its role in achieving climate-neutral and resilient futures.
