N2 - Erich Fromm's concept of being has two functions i.e. as human’s basic orientation, and cultural strategy. As basic orientation, >to be< is the basic of individual acts, thoughts and sense. This thesis attempts to research the second function, that is >to be< as a cultural strategy and its relevance to our National Development. The formal object of this research is van Peursens’ philosophy of culture. The method of this research is philosophical hermeneutics, which analyses by interpretation, internal coherence, historical continuity and comparison. The research found out that >to be< as a cultural strategy was the basic of human endeavors to make social changes from the domination of >to have< to >to be<. The change was done by changing the course of the development of society which previously determined by economic structure into a development of society based an social character (>to be<). If previously, economic structure determined social character, ideas and social purposes, Fromm’s thought shows the other way round, that is, the social character determined the development of society. The main purpose of cultural strategy is to make >a new man and society<. >To be< as a cultural strategy is relevant with OUT National Development which needs re-orientation to be equal of material development (such as economy) and non-material development (such as the meaning of life), besides it is as a criticism of western capitalism in Indonesia.
